There is hereby adopted by reference as more fully set forth herein rules and regulations adopted by the Northeast Monmouth County Regional Sewerage Authority, August 1970, consisting of general information; Section I, Rules and Regulations; Sewer System Standards; Section II, Standards for Individual Connections; Section III, Standards for Acceptable Wastes; Section IV, Rates and Service Charge Schedules; Section V, Application and Permit Forms. Wherever reference is made in the above rules and regulations to "sewer contractor," it shall be interpreted in the Borough of Shrewsbury and for the purposes of this article as a "licensed plumber," and no one other than a licensed plumber shall perform those duties set forth in the rules and regulations as being within the purview of the sewer contractor.
Three copies of the aforesaid rules and regulations, adopted August 1970, have been placed on file in the office of the Clerk of the Borough of Shrewsbury upon introduction of this article, and will remain on file in such office for the use and examination of the public.

A. 
In addition to the above, the Plumbing Inspector of the Borough shall be responsible only for inspections beginning at the connection of the new building sewer to the existing building sewer, and continuing to the house and into the house. The fee therefor shall be $10 for the first inspection. In the event reinspections are necessary, the cost shall be $5 for each additional inspection. Fees shall be payable to the Board of Health, Borough of Shrewsbury.
B. 
There shall be a cleanout installed in the vicinity of the curb or property line. Such cleanout shall be of the ironbodied trapscrew type, caulked in a cast iron leg which shall extend to a point not more than six inches below the surface of the ground. Cleanouts in sewer lines shall be no more than 50 feet apart, and shall be no more than six inches below the surface of the ground. There shall be one such cleanout placed at the juncture of the house drain and building sewer.
