A.
The Public Safety Directory shall be responsible for the overall performance of the Police Department and shall adopt and promulgate rules and regulations for the government of the Police Department and for the discipline of its members.
B.
In accordance with N.J.S.A. 40A:14-118, the Director of Public Safety shall be the head of the Police Department and shall be directly responsible to the Mayor for its efficiency and day-to-day operations.

Police Department of the City of Long Branch may consist of the following:

Ranking officers; applicable regulations.
(1)
The officer in charge, designated by the Director of Public Safety, shall be the highest-ranking law enforcement officer of the Police Department and shall be subject to such rules regulations and directives as may be prescribed by the Director of Public Safety.
(2)
In the event that the officer in charge is absent from his/her office, the Director of Public Safety shall designate an acting officer in charge.
