No person shall obstruct or damage any street
or public road in the city by depositing, placing, dumping, dropping,
throwing or spilling stones, earth, dirt, debris or other materials
or things thereon.

No person shall discharge or cause to be discharged
waters or other liquids or semiliquids used for or incidental to residential,
commercial or business purposes, directly or indirectly, in any manner
whatsoever, into or upon any public street or road in the city. The
foregoing shall not, however, apply to natural drainage water or waters,
liquids or semiliquids used for the purposes of cleaning buildings
or paved land surfaces that may flow or pass upon a public street
or road.

A violation of this article shall be punishable as provided in Chapter
1, General Provisions, Article
I.
