Each owner or tenant of land situate within the limits of the Township of Saddle Brook shall forthwith remove or cause to be removed from any and all lands owned by him or in his, their or its control any and all brush, weeds, dead or dying trees, stumps, roots, noxious growths, filth, garbage, trash or debris where it shall appear necessary and expedient for the preservation of the public health, safety and general welfare or to eliminate a fire hazard.

If the owner or tenant of any lands upon which shall be such brush, weeds, dead or dying trees, stumps, roots, noxious growths, filth, garbage, trash or debris shall fail, refuse or neglect to remove the same within 10 days after notice to him so to do in writing by the Superintendent of Public Works of the Township of Saddle Brook, then said Superintendent of Public Works shall be and is hereby authorized and directed to remove or cause the same to be removed from said lands and premises. In such case said Superintendent of Public Works shall certify the costs of such removal to the Township Council, who shall examine such certificate and, if it finds the same correct, shall cause the costs as shown thereon to be charged against said lands. The amount so charged shall forthwith become a lien upon said lands and premises and shall be added to, form and become part of the taxes next to be assessed and levied upon said lands and shall bear interest at the same rate as taxes and shall be collected and enforced in the same manner as taxes.
The notice as required in § 67-6 shall be in writing and shall be given to the owner. A duplicate of the notice shall be left with one or more of the tenants of the premises or place. If the owner resides out of the state or cannot be notified speedily, such notice shall be left at the place or premises with the tenant thereof or posted on the premises and such action shall be considered proper notification to the owner.
Any person, firm or corporation who shall violate any term or provision of this article shall, upon conviction thereof, be subject to a fine not exceeding $200 or to imprisonment in the county jail or in any place provided by the Township of Saddle Brook for the detention of prisoners, for a term not exceeding 90 days, or both, in the discretion of the Judge. Any person so convicted may, in the discretion of the Judge by whom he was convicted, in default of the payment of any fine, be imprisoned in the county jail or place of detention by the Township of Saddle Brook for any term not exceeding 90 days. Each day that a violation of any of the terms or provisions of this Article shall continue shall constitute a separate offense.
