The Township Council of the Township of Saddle

and may, in its discretion, revoke any license on five days' notice
to the holder thereof, after a hearing before the Township Council
for the purpose of revoking the same. No pushcart or park peddler
license may be issued during the hours of a parade.
All licenses properly applied for shall be issued
by the Township Clerk upon payment of the fee herein fixed; except,

referred to the Township Council.
All licenses granted shall apply only to the

A. Transient merchants.
(1)
"Transient merchant" or "vendor" is defined
as any person, firm or corporation that engages in the sale of goods,
wares or services from public or private premises on a temporary basis

adjoining the premises.
C. The payment of the licensing fees provided for in
this article shall not apply to charitable, religious or civic organizations;
however, those organizations must file a written notice with the Township

fee.
Any person violating any provision of this article
