The owner of property abutting or within 200
feet of any street, road, avenue, highway, easement, right-of-way
or section thereof in which public sanitary sewers are now or may
hereafter be constructed shall connect the plumbing and drainage system
of all buildings and structures on such property with such sewers
in accordance with the rules and regulations of the Division of Health
within 30 days from the date of service of a notice from the Division
or its proper officers so to do.
Failure to comply with said notification within
the 30 days aforesaid shall be considered a violation of this chapter,
punishable as provided herein. Each day after said 30 days during
which the provisions hereof and of such notice are not complied with
shall be deemed a separate violation.
No person other than a duly authorized agent
of the Township of Saddle Brook or of the Division of Health shall
uncover or cause to be uncovered or make or cause to be made any connection
with any public or private sewer unless he shall first have obtained
from the Township of Saddle Brook, when required, and from the Division
of Health, a permit so to do.
The fee for the permit required under §
152-89 is the sum of $5.
No person shall make or cause to be made any
connections of a plumbing system with any stormwater drain or with
any brook or watercourse.
No person except a duly licensed master or journeyman
plumber or a person under the supervision of such licensed master
or journeyman plumber shall lay any house sewer from the house to
the curbline of any street for connection with or to any public or
private sewer, cesspool, septic or overflow tank.
