The nuisances within the Township of Saddle
Brook are hereby defined and declared to include and embrace the following:
A.
No person shall collect, transport or convey, or cause
to be transported or collected or conveyed, through the streets of
the Township of Saddle Brook, any garbage, foul or decaying solid
or liquid substance whatever, except in conformity with the requirement
of a written permit or license therefor first received from the Division
of Health. All wagons or vehicles used for the transporting of garbage,
foul or decaying substance shall be supplied with a box or body which
is watertight and shall be totally covered at all times except when
garbage is being placed in the box or vehicle. All vehicles shall
be kept clean; also, every receptacle from which garbage is removed
by any licensed collector shall be entirely removed and emptied of
its contents, and none of its contents shall be permitted to fall
upon the ground. All covered garbage receptacles, after garbage has
been removed, shall be replaced by such collectors. It shall be at
the option of the Division to require that all garbage or offal accumulating
in any section of the Township of Saddle Brook shall be kept in a
galvanized iron receptacle; such receptacle shall be watertight and
covered with a closely fitting galvanized iron cover and kept clean
by the owner thereof.
