The Plumbing Inspector of the Township of Saddle Brook is hereby authorized to grant applications to install dry house connections and to make the necessary inspections thereof under the following circumstances and subject to the following regulations.
Application shall be made to the Plumbing Inspector for a dry house connection permit as hereinafter provided under Article XV.
No such dry house connection permit shall be granted by the Plumbing Inspector unless and until the house sewer lateral has been installed by the sewer contractor for service to such building, unless specifically authorized by resolution of the Division of Health of the Township of Saddle Brook. In new housing developments where dry sewer mains and house sewer laterals have been installed by the developer as a requirement of other public boards or bodies of the Township of Saddle Brook, dry house connection permits may be granted to the developer for the installation of such dry house connections in accordance with and subject to the regulations herein stated.
The dry house connection to be installed shall begin five feet outside the inner face of the building wall which receives the discharge from the house drain and shall be capped at this point by expandable plugs known as "test plugs," and the dry house connection shall run to a point no closer than 10 feet from the house sewer lateral and shall be likewise capped by such expandable plugs at that end.
The pipe used for the installation of a dry house connection shall be of a type and shall be laid in accordance with the provisions of this Part of this chapter, the Plumbing Code[1] and all other ordinances of the Township of Saddle Brook.

No portion of the dry house connection shall be backfilled until the same has been inspected and approved by the Plumbing Inspector in accordance with the Plumbing Code of the Township of Saddle Brook.
Upon official notice requiring connection with the public sanitary sewer in accordance with Part 1 of this chapter, final connection of the dry house connection with the public sanitary sewer shall be made and the following steps shall be taken:
A. 
Application shall be made to the Plumbing Inspector for a final house connection permit in accordance with Article XV hereof.
B. 
Prior to the final connection of the dry house connection with the house drain at one end and the house sewer lateral at the other end, the expandable plugs heretofore installed shall be removed and the entire length of the dry house connection shall be completely flushed and cleaned in the presence of the Plumbing Inspector.
C. 
Reasonable notice of the date and time when such flushing will be performed shall be given to the Plumbing Inspector, and no flushing shall be done except in the presence of the Plumbing Inspector.
D. 
After completion of final connection with the house drain at one end and the house sewer lateral at the other end, both connections shall be inspected and approved by the Plumbing Inspector before they are backfilled in accordance with the Plumbing Code of the Township of Saddle Brook.
