The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II of any day except Saturdays, Sundays and public holidays upon any of the streets or parts of streets described in said Schedule II attached to and made part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule III of any day upon any of the streets or parts of streets described in said Schedule III attached to and made part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in said Schedule IV of any day upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
On the days indicated in Schedule V (§ 196-38), vehicles parked on the streets listed therein shall be parked only on the side indicated.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule VI attached to and made a part of this chapter except at the angle designated and only within the painted white stall lines.
No person shall park any vehicle that emits a hazardous, obnoxious or distasteful odor on any highway, street, road, avenue, alley or any lot, in the open, between the hours of 6:00 p.m. and 6:00 a.m., and all day Sundays and holidays; provided, however, that nothing herein shall prohibit the parking of any such vehicle in enclosed garage buildings.
A. 
The Mayor of the Township of Saddle Brook is hereby authorized to provide by regulation for the establishment of restricted parking spaces in front of residences, schools, hospitals and other public buildings and in shopping and business districts for the use of persons with special vehicle identification cards issued by the Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205 and 39:4-206.
B. 
Any regulation promulgated by the Mayor under and in accordance with Subsection A shall provide for the posting of proper signs designating such special privileges.
C. 
Any regulation adopted under this section shall not become effective unless and until it has been submitted to and approved by the Commissioner of the Department of Transportation.

A. 
There are hereby created nine reserved automobile parking spaces located on the Township-owned parking lot adjoining the present Municipal Building located at 93 Market Street, Saddle Brook, Bergen County, New Jersey. The reserved nine parking spaces shall be located on the east side of the present Municipal Building, and the nine spaces shall be reserved for use by the Saddle Brook Volunteer Ambulance Corps.
B. 
Appropriate signs shall be posted identifying each reserved parking space with a statement on the sign as follows: RESERVED FOR SADDLE BROOK VOLUNTEER AMBULANCE CORPS ONLY. The exact location of the nine reserved parking spaces shall be determined by the cooperative efforts of the representatives of the Ambulance Corps and the Township Administrator.
C. 
A violation of this section shall subject the violator to a fine not to exceed $100, as may be determined by the Judge of the Municipal Court of the Township of Saddle Brook.

A. 
There are hereby created 20 reserved automobile parking spaces located at the parking lot adjoining Engine Company No. 1, Cambridge Avenue, Saddle Brook, New Jersey. The parking spaces shall be reserved for use by Engine Company No. 1 of the Saddle Brook Fire Department.
B. 
There are hereby created four reserved automobile parking spaces located on Cambridge Avenue, south side, Saddle Brook, New Jersey. The parking spaces shall be reserved for use by Engine Company No. 1 of the Saddle Brook Fire Department.
C. 
Appropriate signs shall be posted identifying each reserved parking space with a statement on the sign as follows: RESERVED FOR ENGINE COMPANY NO. 1 ONLY. The exact location of the 20 reserved parking spaces in the parking lot adjoining Engine Company No. 1 and the four parking spaces on the south side of Cambridge Avenue shall be determined by the cooperative efforts of the representatives of Engine Company No. 1 and the Township Administrator.
D. 
A violation of this section shall subject the violator to a fine not to exceed $100, as may be determined by the Judge of the Municipal Court of the Township of Saddle Brook.

A. 
The parking of any trailer or other vehicle, with or without motor power, designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that no part of its weight rests upon the towing vehicle, on a public street in any residential zone, at any time, shall be prohibited.
B. 
A violation of this section shall subject the violator to a fine not to exceed $500 or imprisonment for a term not exceeding 15 days, or both, as may be determined by the Judge of the Municipal Court of the Township of Saddle Brook. Each day for which a person or entity fails to comply with the provisions of this section shall constitute a separate violation hereunder.

There are hereby created reserved automobile parking spaces located on the Township-owned parking lot on Congress Street in the Township of Saddle Brook, Bergen County, New Jersey for use by the patrons and employees of the Township of Saddle Brook Public Library.
B. 
Appropriate signs shall be posted in the lot identifying same as being reserved for patrons and employees of the library.
C. 
A violation of this section shall subject the violator to a fine not to exceed $100, as may be determined by the Judge of the Municipal Court of the Township of Saddle Brook.

A. 
Parking of commercial vehicles, as hereinafter defined, on all streets in the Township of Saddle Brook between the hours of 9:00 p.m. and 6:00 a.m. is hereby prohibited.
B. 
Definitions. For purposes of this article, the following terms shall have the meanings indicated:
COMMERCIAL VEHICLE
(1) 
Any truck, being any motor vehicle used or maintained primarily for the transport of property.

(2) 
Any boat trailer, utility trailer, camper-type trailer or self-propelled camper or recreational vehicle, whether or not affixed or connected to another motor vehicle.

(3) 
Any van or pickup truck bearing commercial license plates or having any sign, lettering or other indicia indicating that the vehicle is maintained for business or commercial purposes.
(4) 
Step vans.
(5) 
Buses of all types, including, but not limited to, school buses and mini school buses.
(6) 
Tractors.
(7) 
Tractor-trailers.
(8) 
Any truck trailer.
(9) 
Camper vehicles, motor homes and mobile homes.
(10) 
Commuter vans or other commuter vehicles.
(11) 
Stake-body trucks.
(12) 
All dump trucks regardless of size.
(13) 
Limousines.
(14) 
All nonpassenger vehicles and/or equipment or machinery, including but not limited to construction vehicles and equipment.
C. 
Municipal vehicles exempted. Exempt from provisions of this section are any motor vehicles owned by the Township of Saddle Brook or any agency or department thereof.
D. 
Prohibition on the servicing of commercial vehicles. No person shall service a commercial vehicle on any street within the Township of Saddle Brook. Servicing of commercial vehicles shall include washing, cleaning, performing of mechanical repairs or maintenance, and performing of auto body repairs or maintenance at any time. Servicing of emergency vehicles on Township streets in commercial situations, where a commercial vehicle has broken down and is receiving emergency servicing for the purpose of removing it from the place of breakdown to a garage or repair facility, shall be permitted.
E. 
Violations and penalties.
(1) 
Any person found guilty of violating this section of the Code of the Township of Saddle Brook shall be subject to a penalty consisting of the following: a) first offense, $100 fine; b) second offense, $250 fine; c) third offense or more, $500 fine or suspension of registration privileges, or both. There is a mandatory court appearance for all offenses.

(2) 
In the event of a continuing violation, each day shall constitute a separate offense.
(3) 
Each vehicle which is parked in contravention of the provisions of this section shall constitute a separate offense.
