A. 
The following rates are hereby fixed and determined to be charged as water rates and service charges for the Township of Saddle Brook, Bergen County, New Jersey:

(1) 
All charges pursuant to the terms and conditions of this article shall be based upon actual usage, rather than the minimum billing fee stipulation previously provided.
(2) 
The following water rates shall be enacted retroactively to March 1, 2019:
(a) 
Water furnished consumers per 100 cubic feet up to 12,000 cubic feet per billing quarter will be set at $4.27.
(b) 
Water furnished consumers after a consumption per billing quarter of 12,000 cubic feet will be set at $4.37 per hundred cubic feet.
(3) 
Water connections shall be charged by time and material, but in no event less than $250.
(4) 
Water turnoff and turn-on charge for nonpayment of water bill or violation of Township ordinance: $10.
(5) 
Water disconnect charge: $100.
(6) 
Meter test service charge at request of consumer: $35.
(7) 
Unmetered service:
(a) 
One-family dwelling per month: $10.
(b) 
Two-family dwelling per month: $20.
(8) 
Construction water charges:
(a) 
One-family dwelling per day: $10.
(b) 
Two-family dwelling per day: $20.
(9) 
Hydrant water charge: flat rate of $8 plus a per-day charge for use of water at $6.
(10) 
Repair and replacement of existing meters shall be charged at actual current costs for time and materials.
(11)

B. 
County road connections: county charge to municipality plus $5.
C. 
Installations by developers.

(1) 
When water main extensions are installed by developers or by private contractors, with the permission of the Township Council, all curb connections and house service connections shall be installed by the contractor or developer at his own cost and expense, under the supervision and direction of the Township Engineer.
(2) 
No curb connections or house service connections may be installed without the contractor's or developer's first having obtained a permit to do so from the Township Council, signed by the Mayor and Township Clerk. A fee of $5 shall be due and payable for each separate curb connection or house service connection at the time of the filing of the application by the contractor or developer.
D. 
All temporary water charges without meter service must first be approved by the Superintendent of Public Works and shall cost $5 but shall be limited to a period of 30 consecutive days from turning on water. Renewals shall be at the same rate and upon the same conditions but subject to revision at the option of the Township Council.

All rates and charges herein set forth will be due and payable quarterly on October 1, January 1, April 1 and July 1. Effective October 30, 2001, invoices issued by the Township of Saddle Brook for use of its municipal water system shall be due and payable within 15 days of the date of issuance of the subject invoice, failing which, penalties and late fees, as prescribed by the applicable ordinance, shall immediately commence accrual.
All applications for water service must be made in writing on blanks furnished, giving the required information and signed by the legal owner or owners of the premises or agent authorized in writing, accompanied by the required charge or charges.
All service connections from the curb to the service side of the meter shall be laid at the expense of the owner of the property connecting, by a licensed plumber under the supervision of the Water Department of the Township of Saddle Brook and in accordance with all ordinances, rules or regulations now or hereafter enacted and in force in the Township of Saddle Brook relating thereto.
The rates, charges and penalties prescribed shall be subject to alteration and recision at any time that the Township Council may see fit.

No person or persons shall, without permission of the Water Superintendent of the Township of Saddle Brook, connect or disconnect the meters, pipes or conduits, or in any other manner, without such permission, tamper or interfere with such meters, pipes or conduits, or shall, without such permission, connect with the meter, pipes or conduits of the water system for the purpose of obtaining water.

The Township Treasurer, upon notice of any rate increase by the Hackensack Water Company, will formally notify the Mayor and Township Council immediately after receipt of such rate increase.

Any person who shall violate any of the provisions of § 203-7 shall be subject to a fine of not more than $200 or imprisonment for not more than 90 days, or both, in the discretion of the Judge.
