A Police Department has already been established in and for the Borough of West Chester, and such establishment is hereby ratified. The Chief of Police shall be the chief executive of the Police Department. He shall, under the direction of the Mayor, be in charge of the police force and have supervision over its members and the exercise of their powers, duties and authority.

Subordinate to the Chief of Police in the Police Department, the following classifications are hereby established: Lieutenant, Sergeant, Corporal and patrolman, or those of such classifications to which the Council shall at any specific time have appointed one or more police officers. The number of persons to serve in each of such subordinate classifications on a full-time and/or part-time basis and the compensation of each shall be as determined by the Council of the Borough of West Chester from time to time.
Nothing herein contained shall affect the authority of the Mayor to appoint special policemen during emergencies.

Each police officer employed by the Borough of West Chester shall follow the guidelines established in Pennsylvania Rule of Criminal Procedure No. 71, as the same may be from time to time amended, modified and supplemented, and any hereafter promulgated Police Department procedures, if any, in making arrests without warrant upon probable cause as authorized by 42 Pa. C.S.A. § 8902(a).
