No person, which shall include but not be limited to individuals, partnerships, corporations or other entities, shall own, possess, harbor or control any animal which barks, bays, cries or makes any other noise either continuously and/or incessantly for a period of 10 minutes or more or makes such noise intermittently for 1/2 hour or more when such noise disturbs the peace and tranquility of others, regardless of whether the animal is physically situated in or upon private property.
