No building or structure or any part or parts
thereof, in the Town of Georgetown, shall hereafter be erected, constructed,
added to, altered, repaired, removed, demolished, used or occupied,
except in conformity with the provisions of this article.

A. Before the construction, alteration, repair, placement,
removal or demolition of any building or structure or addition thereto
or any part or parts thereof shall be commenced or undertaken, the
person or persons, firm or corporation being the owner or ownership
or having charge of said building or structure or the lands upon which
such building or structure is located or to be located, or the duly
authorized agent or agents of such owner or owners, shall first secure
from the Town Council a written permit approved by said Town Council
and signed by the Mayor and Secretary of said Town Council, for the
erection, construction, alteration, repair, placement, removal, demolition,
use or occupancy of the building or structure to be erected, constructed,
altered, repaired, removed, demolished, used or occupied.
B. Before the permit required in the subsection above
shall be issued by said Town Council, said owner or owners of the
property, or his or their duly authorized representative, shall before
commencing work submit an application, in writing, to the Town Council,
which shall contain the following information:
(1) The name, residence and business address of the owner
or owners of the property upon which the proposed work is to be done.
(2) An accurate description of the location and size of
the premises upon which the building or structure is located, or upon
which said building or structure is to be erected.
(3) A description of the work proposed to be done. The
Town Council is hereby authorized, if it deems it to be necessary,
to require of the applicant for such permit a detailed plan of the
proposed work.
(4) The estimated cost of the building.
(5) The nature of the use to be made of the building or
structure. If the building is to be devoted to business, the nature
of such business must be stated.
C. Any person or persons, firm or corporation being the owner or agent,
or having charge of, said building structure or lands which fails
to obtain any necessary building permit prior to commencement of work
shall he subject to a fine of $750.

If the application, plans and specifications
conform to the requirements of this article and all other ordinances
or laws applicable to the Town of Georgetown, the Town Council shall,
upon payment of the permit fee hereinafter established, issue to such
owner or owners a permit for the proposed work and shall specify therein
the street and building lines. The application, plans and specifications
shall be approved or rejected within a period of 20 working days from
the date of the filing of the completed application for such permit.
Permission to use the public streets in the
immediate neighborhood where such building or structure is to be under
erection, alteration, removal or demolition may be granted by the
Town Council within such limits as may be necessary for the proper
prosecution of the work incident to such erection, construction, alteration,
removal or demolition. The permit under this section shall state what
portion of the street shall be used and shall require the person or
persons, firm or corporation securing such permit to keep clear at
all times all gutters and fire hydrants adjacent to the work; and
to maintain and keep red lights on all such obstructions for the period
of one hour after sunset to one hour before sunrise. Such permit shall
also require that all sidewalks shall be kept open to travel except
where such travel may be dangerous, at which times the area affected
by such risk shall be roped off, such ropes to be removed as soon
as the risk to the public use shall be removed.

A. Fee amount.
(1) Before any such building permit is issued, the applicant shall pay the fees as stated in the Code of the Town of Georgetown, Chapter
98, §
98-6, Licensing and permits.
B. Exemption.
(1) All repairs not exceeding S300 shall be exempt from payment of a
building permit fee; however, a permit is still required.
(2) The Georgetown Fire Department and American Legion Ambulance Service
shall be exempt from the fee requirements of this section.
C. Any permit required by this article shall be and become null and
void if the building is not substantially commenced within 90 days
after the date of the issuing of the permit.

If, in the opinion of the Town Manager, the
valuation of any building or structure for which a building permit
is required appears to be underestimated on the application, no permit
shall be issued unless the Applicant can show detailed estimated cost
data to meet the approval of the Town Manager. Permit valuation shall
include a total cost including such matters as plumbing, electrical,
mechanical equipment and other systems.

A. Any person violating any provision of this article shall pay such fines as set out in Chapter
1, Article
III, General Penalty.

B. In addition to the penalties prescribed in Subsection
A of this section, the Town Council may direct the Town Solicitor to proceed at law or in equity against the person responsible for the violation for the purpose of ordering that person to restrain from any act in violation of these provisions.
