Each proposed ordinance or resolution shall
be introduced in written or printed form, and shall not contain more
than one subject which shall be clearly stated in a title; but general
appropriation ordinances may contain the various subjects and accounts
for which moneys are to be appropriated. The enacting clause of all
ordinances passed by the council shall be: "Be It Enacted by the Town
Council of the Town of Georgetown."
A.Â
No ordinance, unless it be an emergency measure, shall
be passed until it has been read at two regular meetings, not less
than one week apart, or the requirement of such reading has been dispensed
with by an affirmative vote of at least five members of council.
B.Â
"Reading" is defined as being a verbatim reading of
the proposed ordinance or a general description of the purpose and
contents of the proposed ordinance. Copies of the full printed ordinance
shall be made available to the public for their inspection at the
Town Hall.
No ordinance or resolution or sections thereof
shall be revised or amended, unless the new ordinance or resolution
contains the entire ordinance or resolution or section revised or
amended, and a repeal of the original ordinance, resolution, section
or sections so amended.
All ordinances and resolutions shall be in effect
at the time of adoption, unless otherwise specified in the ordinance
or resolution. The Council may, by a vote of two of its members, pass
emergency measures to take effect at the time indicated therein. An
emergency measure is an ordinance or resolution for the immediate
preservation of the public peace, property, health or safety, or providing
for an emergency in the usual daily operation of a municipal department,
in which the emergency is set forth and defined in a preamble thereto.
