Buildings may be erected, altered or used and
land may be used for any of the following purposes and no other:
A. Any use permitted in UR1 Urban Residential District,
UR2 Medium Residential District, UB1 Urban Business District, UB2
Neighborhood Business District or UB3 Professional Business District;
provided, however, that individual district requirements shall apply
for UR1 and UR2 uses.
The following accessory uses shall be permitted
in a HD Historic District:
A. Storage of office supplies or merchandise normally
carried in stock in connection with a permitted office or business
use.
Building to be used wholly for business purposes may occupy such lot area as is necessary, provided that the provisions of Article
XX, off-street parking, receive compliance 100% for employee use.
No building may be erected, altered or used
and no lot or premises may be used for any trade, industry or business
that is noxious or offensive by reason of odor, dust, smoke, gas,
vibrations or noise.

No building may be erected or altered without
first submitting a site plan to the Planning Commission for review,
comments, recommendations and/or changes. The Planning Commission
may approve a site plan if it preserves and/or represents the character
and purposes of the district. Said site plan shall include area to
be used, size of structure, intended use, construction materials,
facade features, architectural drawings, etc., as may be required
by the Planning Commission. No building may be erected or external
structure altered without first submitting a site plan to the Planning
Commission for review, comments, recommendations and/or changes. External
alterations include but are not limited to enclosures, additions and/or
changes to the roof pitch.
Off-street parking requirements for patrons
or customers may be waived or relaxed by the Planning Commission,
if it finds that customers will stay for a short time, if customers
will generally walk, or if customers will generally patronize the
business on evenings and weekends.
