Except as otherwise provided by state law, any
person seeking employment with the Township of South Hackensack, so
long as he or she is qualified for the position sought, shall be eligible
for appointment, regardless of his or her residency, except that where
there are two or more persons seeking employment to the same position,
preference shall be given by the Township to any person who is a resident
of the Township of South Hackensack.
