Within the limits of the Township of South Hackensack, no person, firm or corporation shall conduct or carry on the business of the parking of motor vehicles for hire in any parking lot, other than in a garage entirely walled and roofed, or work in, occupy or utilize, directly or indirectly in any manner whatsoever, any place or premises in or upon which is conducted or carried on the parking of motor vehicles for hire in other than a garage entirely walled and roofed, unless and until there shall be granted by the Township Committee of the Township of South Hackensack, in accordance with the terms of this chapter, and shall be in force and effect a license to conduct said business for the place and premises in or upon which said business shall be conducted and carried on.
As used in this article, the following terms shall have the meanings indicated:
FOR HIRE
Any fee, charge, cost, expense or other consideration of any kind or character which shall be paid, given or promised, either directly or indirectly, as the result of which permission is granted or obtained for the parking of a motor vehicle.
The license shall be applied for by written application filed with the Township Committee. Such application shall set forth the full name of the applicant, the location of the premises in or at which the business is to be conducted, the total area of the ground space thereof and a detailed diagram of the same, setting forth the manner in which said business is to be operated. Said application shall also be accompanied by a deposit to cover the license fee for the current year in the amount hereinafter provided.

There shall be charged and collected for said license an annual fee as provided in Chapter 108, Fees. Said license shall expire on January 1 in each year, and in the case of the first license issued to any applicant hereunder the fee therefor shall be prorated as to the balance of the year then remaining. Said license fee shall be payable in advance for each year or part thereof.
For sufficient cause, after notice and hearing, the Township Committee may refuse to grant any application for a license hereunder or may revoke any such license previously granted.
Means of access or egress for such licensed premises shall be limited to a driveway of not more than ten (10) feet in width. Additional driveways may be located not less than two hundred (200) feet apart. Each such driveway shall be properly guarded by an attendant at all times during which such business shall be operated.
Such licensed place or premises shall at all times comply with all proper police and fire regulations imposed by the Township of South Hackensack police and fire authorities.
Said business and the place and premises where conducted shall be subject to reasonable inspection by the police and fire authorities of the Township of South Hackensack. It shall be the duty of the Chief of the Fire Department and the Chief of the Police Department to immediately report, in writing, to the Township Committee any violation of any regulation imposed by their respective Department. Said report shall set out the specific regulation violated and the nature of such violation.
A. 
Any person, firm or corporation who shall violate any of the terms or provisions of this article shall, upon conviction thereof, be subject to a fine not exceeding $2,000, imprisonment for a term not exceeding 90 days, a period of community service not exceeding 90 days, or any combination thereof.

B. 
Each day that a violation of any of the terms or provisions of this article shall continue shall constitute a separate offense.
