If any portion of this code shall be adjudged by a court of competent jurisdiction to be invalid or unconstitutional, such portion thereof shall be deemed inoperative and the balance of said code shall be deemed to be in full force and effect.

This local law[2] is enacted pursuant to the authority contained in Municipal Home Rule Law § 10(1)(i) and shall supersede General Municipal Law § 808(3) and, in particular, the provision regarding the inclusion of an elected or appointed municipal officer or employee on the Board of Ethics.
