Unless otherwise provided, the Building Inspector or any other person charged with the enforcement of the Code of the Village of Babylon is hereby authorized to issue appearance tickets in connection with any alleged violation thereof. Such authority shall be in addition to and shall not limit the general code enforcement powers of said Building Inspector or any other person authorized to enforce the Code of the Village of Babylon.

The general purpose of this article is to allow the Village Board to create the position of Special Service Attendant(s) and/or Code Enforcement Officers, who will be given authority to issue summonses and/or appearance tickets for violation of Village ordinances upon property owned or controlled by the Village or upon private property when authorized, in writing, by the owner thereof.

Police officers, peace officers, building inspectors and other public servants of the Incorporated Village of Babylon, as may be appointed by the Village Board as Special Service Attendants and/or Code Enforcement Officers, are hereby authorized, directed and permitted to issue appearance tickets pursuant to the Criminal Procedure Law in the course of instituting prosecution against violations of the Code of the Incorporated Village of Babylon. This section shall in no way act as a bar to the power to issue summonses and/or appearance tickets as may be conferred upon persons elsewhere in this article.

The form of appearance tickets shall provide for verification pursuant to § 100.30, Subdivision 1(d), of the Criminal Procedure Law.
Alternate means of pleading by the defendant shall be provided on the reverse side of the appearance ticket as follows:
A. 
Entry of plea of guilty before the clerk of the court.
B. 
Entry of plea of guilty by mail.
C. 
Power of attorney authorizing the clerk of the court to plead guilty on defendant's behalf.
The article shall take effect immediately and as prescribed by law.
