This chapter shall be known as the "Mobile Home - Trailer Ordinance of the Town of Chenango."

The purpose of this chapter is to promote the health, safety and general welfare of the community, including the protection and preservation of the property of the Town of Chenango and of its inhabitants, by establishing specific requirements and regulations governing the occupancy and maintenance of mobile homes, mobile home parks and recreational vehicles in accordance with Town Law § 130, Subdivision 21, and in compliance with the regulations of the Broome County Health Department, which has statutory authority under the Public Health Law, § 225, Title 10, Chapter I, Part 7, of the New York State Sanitary Code.
For the purposes of this chapter, the following words, terms and phrases shall have the meanings ascribed to them in this section:
DENSITY
The number of mobile homes or mobile home lots per gross area.
DEVELOPER
The person, firm, association or corporation and/or agent thereof who or which files application for the development of a mobile home park.
HEALTH DEPARTMENT
The Broome County Health Department.
LICENSE
A document issued by the Town Board or a person officially designated by the Town Board permitting the construction, alteration or expansion of a mobile home development.
LOT AREA
The total land space reserved for the exclusive use of the occupants of a mobile home.
MOBILE HOME
A structure, transportable in one or more sections, which, in the traveling mode, is eight body feet or more in width or 40 body feet or more in length or, when erected on site, is 320 or more square feet, and which is built on a permanent chassis and designed to be used as a dwelling, with or without a permanent foundation, when connected to the required utilities, and includes the plumbing, heating, air-conditioning and electrical systems contained therein. Every mobile home shall have a manufacturer's label which certifies that, to the best of his knowledge and belief, the home is in compliance with all applicable federal construction and safety standards.

MOBILE HOME LOT
A parcel of land for the placement of the mobile home and the exclusive use of its occupants.
MOBILE HOME PARK
A tract of land and any mobile homes, vehicles, buildings or other structures thereon pertinent to its use, any part of which may be occupied by persons for living purposes other than recreation, traveling or vacationing.
MOBILE HOME STAND
That part of an individual mobile home lot which has been improved and reserved for the placement of the mobile home.
MODULAR HOME
A factory-manufactured home incorporating structures or components designed for residential occupancy, constructed by a method or system of construction whereby the structure or component is wholly or in substantial part manufactured in a manufacturing facility and is intended for permanent installation on a building site. Every factory-manufactured home or component shall bear an insignia of approval issued by the State Fire Prevention and Building Code Council.

PARK MANAGER
The person who has charge, care or control of the mobile home development.
PARK OWNER
The person, firm, corporation or association thereof who or which owns a mobile home development.
PLANNING BOARD
The Planning Board of the Town of Chenango.
RECREATIONAL VEHICLE
A single-axle or multiple-axle non-self-propelled structure mounted on wheels or otherwise capable of being made mobile for the purpose of travel, recreational and vacation use, including but not limited to travel trailers, mobile homes, motor homes, tent trailers, boats and boat trailers and horse trailers and self-propelled motor homes or campers.

TOWN BOARD
The governing legislative body of the Town of Chenango.
