A. 
It is the purpose of these specifications to establish minimum standards for the design and construction of street improvements for land subdivisions in the Town of Chenango.
B. 
Preliminary layouts and final subdivision plats submitted to the Planning Board for approval shall incorporate the requirements of these specifications unless waived specifically by the Planning Board.
C. 
Streets, sewers and water distribution systems will not be accepted for maintenance by the Town Board unless they comply with the requirements of these specifications and the resolution of the Planning Board approving the final subdivision plat and are also approved by the Town Highway Superintendent, the Water Superintendent and/or the Town Engineer, as appropriate, upon completion.
All materials utilized in the work shall be new and of the best grade on the market in their respective classes. Seconds or rejects will not be accepted. All work shall be executed in a thorough, substantial and workmanlike manner by a sufficient number of competent mechanics skilled in their respective trades. The specifications shall be interpreted to require first-class work and materials, and alternate materials or methods will be accepted if approved in writing by the Town's Engineer.
All work shall be so conducted as to comply with all local, state and federal ordinances, laws and regulations. A permit shall be obtained from the Town Highway Superintendent before working in any Town road or street that has been accepted for maintenance by the Town or any other case where required by the Excavation Ordinance[1] or by any other Town ordinance or local law.

A. 
The subdivider shall be responsible for repairs and maintenance of all work necessitated by defective material and workmanship, including those necessitated by settlement of embankments or backfilled trenches, of which the Town gives notice to the subdivider within one year from the date of acceptance by the Town. A maintenance bond or cash deposit equal in amount to 10% of the cost of the improvements shall be furnished to the Town to guarantee such maintenance and repairs.

All sanitary sewer systems shall be designed and constructed in accordance with the requirements of the Broome County Health Department and the New York State Department of Environmental Conservation.

All water supply and distribution systems shall comply with the requirements of the Broome County Health Department and the New York State Department of Environmental Conservation.

Words not defined herein shall have the meaning given to them by the Town Subdivision Regulations[1] unless another meaning is obvious from the context.

As used in these specifications, the following terms shall have the meanings indicated:
TOWN'S ENGINEER
That Town representative designated by the Town Board of the Town of Chenango to perform engineering services.

When in these specifications a reference is made to another specification or standard for material, equipment and workmanship, said reference shall be the current edition of that specification or standard, which shall be considered a part of the Town of Chenango standards.
A. 
The Town will assign personnel, herein referred to as the "Town Inspector," to review the construction to ensure satisfactory compliance and completion of facilities.
B. 
The subdivider or his contractor shall notify the Building Official three days prior to the start of any of the following phases of work so the Town may schedule its inspectors for construction review:
(1) 
Utilities.
(2) 
Storm drainage.
(3) 
Curb and gutter forms.
(4) 
Roadway: gravel subbase course.
C. 
No open cutting of existing roadways will be allowed without a permit.
A. 
Within these specifications, reference is made to various grades and classes of material. When requested by the Town Inspector, the subdivider shall submit samples for laboratory inspection at the subdivider's expense or shall submit certificates from the manufacturer that the material conforms to specifications.
B. 
When directed by the Town Inspector, the subdivider shall pay for tests to be made by an approved commercial testing laboratory during construction. A copy of all dated reports of the test results shall be furnished to the Town. Any material which tests indicate failed to conform to the specification requirements shall be removed and replaced at the subdivider's expense. The following tests may be required:
(1) 
Concrete: compression test for strength.
(2) 
Gravel and trench backfill: compaction test for density.
(3) 
Road pavement and base sections: core samples for thickness.
