The office of Animal Control Officer as heretofore established and/or governed under Subsection 2-8.1, Paragraphs a through e, of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, New Jersey,[1] is hereby continued to the extent that it is not inconsistent with the Charter and this chapter. The Animal Control Officer, notwithstanding anything to the contrary in prior ordinances, shall be appointed by the Township Manager.
A. 
Creation. There is hereby created and established in the Township of Howell the position of Animal Control Officer.
B. 
Qualifications. The Animal Control Officer shall have the ability to read, write, speak and understand the English language sufficiently to perform the duties of this position. He or she shall be of good health and shall be free from any disabling defect which might prevent efficient discharge of duty or which may result in the endangering of the health, safety and welfare of the Animal Control Officer or the public. The Animal Control Officer may be required to attend and complete such courses and programs of instruction concerning animal control as shall be designated from time to time by the Township Council.
C. 
Appointment. The Animal Control Officer shall be appointed by the Township Council and shall serve at its pleasure.
D. 
Compensation. The Animal Control Officer shall be compensated in accordance with the provisions of the Howell Township Salary Ordinance as same is from time to time amended.
E. 
Duties. The Animal Control Officer is charged with the enforcement of Chapter 57, Animals, Article II, and Title IV of the Revised Statutes of the State of New Jersey and other applicable statutes, except where duties under those laws are assigned to other persons. The Animal Control Officer shall report to the Township Clerk on a weekly basis as to his control and enforcement activities, except that whenever a dog is taken into custody and impounded by the Animal Control Officer a report shall be filed with the Township Clerk within two days.

The office of emergency management (previously known as the "Office of Emergency Services") as heretofore established and/or governed under Chapter 131, Emergency Management, is hereby continued to the extent that it is not inconsistent with the Charter and this chapter. All officers and members of the Office of Emergency Management, notwithstanding anything to the contrary in prior ordinances, shall be appointed by the Township Manager.
The office of Township Prosecutor as heretofore established and/or governed under Subsection 2-8.3, Paragraphs a through d, of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, New Jersey,[1] is hereby continued to the extent that it is not inconsistent with the Charter and this chapter.
A. 
Created. There is hereby created the office of Municipal Prosecutor of the Township.
B. 
Term. The Municipal Prosecutor shall be appointed by the Township Council for a term of one year, which term shall be for a calendar year except that he or she shall serve until his or her successor shall be appointed and qualified.
C. 
Duties. The Municipal Prosecutor shall be an attorney at law of New Jersey and shall provide all necessary and desirable legal counsel and advice requested for the prosecution of cases before the Municipal Court of the Township, and shall conduct the prosecution of such cases except such crimes and offenses as it may be the duty of the county or state officer to prosecute.
D. 
Compensation. The Municipal Prosecutor shall be reasonably compensated for services performed in accordance with resolutions to be adopted by the Township Council.
E. 
Alternate Prosecutor. There is hereby created the office of Alternate Municipal Prosecutor of the Township in the event the Municipal Prosecutor is unable to appear even for part of one court session. The position of Alternate Municipal Prosecutor is created pursuant to N.J.S.A. 2B:25-4a. The duties for the Alternate Municipal Prosecutor shall be the same as those set forth for the Municipal Prosecutor.

The office of Township Public Defender as heretofore established and/or governed under Subsection 2-8.4, Paragraphs a through d, of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, New Jersey,[1] is hereby continued to the extent that it is not inconsistent with the Charter and this chapter. Except, notwithstanding anything to the contrary, the Public Defender shall attend all sessions of the Municipal Court unless otherwise directed by the Municipal Court Judge and shall be reasonably compensated for his/her services performed as approved by the Township Council.
A. 
Created. There is hereby created the office of Public Defender of the Township.
B. 
Term. The Public Defender shall be appointed by the Township Council for a term of one year, which term shall be for a calendar year, except that he/she shall serve until his/her successor shall be appointed and qualified.
C. 
Duties. The Public Defender, who shall be an attorney at law of New Jersey, shall interview all indigent defendants qualifying for assistance as provided under the standards established by the office of the Public Advocate of the State of New Jersey, and shall defend same in the Municipal Court of the Township and provide such legal advice and counsel to such individuals as may be required in any proceedings before the Municipal Court of the Township.
D. 
Compensation. The Public Defender shall be reasonably compensated for the services performed on a case-by-case basis, as assigned by the Municipal Court Judge. The maximum compensation for this position shall be $150 per case, not to exceed $15,000 per annum.
E. 
Application fee. All individuals applying for representation by the Township Public Defender shall pay an application fee as set forth in Chapter 139, Fees. The Municipal Court Judge may waive any required application fee, in whole or in part, if the Municipal Court Judge determines in his/her discretion that the application fee represents an unreasonable burden upon the individual seeking representation. All application fees paid to the Court by individuals seeking representation by the Township Public Defender shall be turned over to the Township general treasury.[2]

Created. The position of senior bookkeeper for the Finance Department heretofore established and existing under Subsection 2-8.5 (Senior Bookkeeper) of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, shall hereinafter be known by the title "Assistant Fiscal Officer."
B. 
General job description. The Assistant Fiscal Officer shall serve under the direction of the Township's Chief Financial Officer and shall assist in the planning, organizing, coordinating, and directing a system for managing the financial resources of the Township; he/she shall perform related work as required and directed by the Chief Financial Officer including, but not limited to, working on all funds of the Township, including current, capital, utilities, trusts and any other funds that may exist or hereinafter be created. Additional work to be performed by the Assistant Fiscal Officer may include but not be limited to:
(1) 
Assist in organizing, developing, directing, and performing the work involved in the management of the financial affairs of the Township and controlling the receipt and/or disbursement of monies.
(2) 
Preparing financial forecasts of cash needs and investment of funds to meet those needs.
(3) 
Supervising and performing professional functions involved in the analysis and audits of the accounts, purchase orders, and other financial records of the Township and preparing statements concerning the financial condition of the Township.
(4) 
Report on and interpret financial data with the objective of promoting economy and efficiency in the execution of programs.
(5) 
Assist in developing, coordinating, and maintaining an integrated system of internal controls.
(6) 
Supervise clerical and accounting staff and assign their duties and responsibilities.
(7) 
Organize, lead and control assigned staff through projects and duties.
(8) 
Preparing various financial reports.
(9) 
Assist in preparing budget requests; assist in preparing the annual budget for the entire Township in accordance with established procedures and policies; assist, supervise, and maintain essential accounting records and files.
(10) 
Monitoring financial reports of all units to insure that they are in conformity with the required procedures and policies.
C. 
Qualifications.
(1) 
The Assistant Fiscal Officer shall possess either:
(a) 
A bachelor's degree from accredited college or university with 21 semester hours of credit in accounting; or
(b) 
Twenty-one semester hours of credit in accounting at an accredited college with related experience in a financial setting or equivalent complexity; or
(c) 
Possession of valid license as a certified public accountant or registered municipal accountant issued by the New Jersey State Board of Accountants or as a certified municipal finance officer issued by the New Jersey Department of Community Affairs.
(2) 
The individual shall also possess:
(a) 
Thorough knowledge of the principles, methods, techniques and systems of financial management, budgeting, accounting, internal auditing, program evaluation, and financial reporting.
(b) 
Knowledge of the laws, rules and regulations governing the installation and operation of government system of accounts.
(c) 
Understanding of automatic data processing systems, procedures and controls.
(d) 
Ability to read, write, speak, understand and communicate in English sufficiently to perform the duties of the position. Communication may include such forms as American sign language or Braille.
(e) 
Ability to understand and follow oral and/or written instructions.
(f) 
Ability to establish and maintain effective working relationships with other personnel and the general public.
(g) 
Persons with mental or physical disabilities are eligible as long as they can perform the essential functions of the job after reasonable accommodation is made to his/her known limitations. If the accommodation cannot be made because it would cause the Township undue hardship, such person may not be eligible.
The position of Senior Payroll Clerk for the Finance Department as heretofore established and/or governed under Subsection 2-8.6, Paragraphs a through d, of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, New Jersey,[1] is hereby continued to the extent that it is not inconsistent with the Charter and this chapter.
A. 
Created. The position of Senior Payroll Clerk for the Finance Department in the Township is hereby created and established for the Township.
B. 
General job description. The Senior Payroll Clerk performs responsible and varied clerical tasks involved in the recording, checking, calculating and summarizing of working time of employees.
C. 
Qualifications.
(1) 
Ability to read, write, speak, and understand English sufficiently to perform the duties of this position.
(2) 
Three years of experience in municipal payroll or bookkeeping.
(3) 
Ability to comprehend established office routines, and rules and regulations of complexity.
(4) 
Ability to organize assigned work and develop effective work methods.
(5) 
Ability to give suitable assignments and instructions to individuals and to groups and to supervise the maintenance of suitable records and files.
(6) 
Good health and freedom from disabling physical and mental defects which might endanger the health and safety of oneself or others.
D. 
Duties. The duties of the Senior Payroll Clerk shall include, but not be limited to the following:
(1) 
Performs varied clerical tasks involved in preparing payrolls of a difficult nature.
(2) 
Reviews, checks, and certifies reports, applications and other documents for corrections where difficult determinations are concerned, including social security, taxes, pension, unemployment and CETA.
(3) 
Assists in the planning, and when as required, in the revision of clerical procedures and office routines.
(4) 
Interviews and transacts routine business with persons who may call at the office.
(5) 
Operates various types of office machines and equipment.
(6) 
Handles special requests for information in accordance with prescribed rules and regulations.
(7) 
Receives, reviews, and adjusts complaints.
(8) 
Prepares reports of absences and vacations.

The position of Administrative Assistant for the office of the Manager as previously established for the office of the Administrator under Subsection 2-8.7, Paragraphs a through d, of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, New Jersey,[1] is hereby continued to serve as Administrative Assistant to the office of the Manager to the extent that it is not inconsistent with the Charter and this chapter.
A. 
Created. The position of Administrative Assistant for the office of the Manager in the Township is hereby created and established for said Township.
B. 
General job description. The Administrative Assistant performs highly responsible and varied administrative, stenographic and clerical work requiring thorough knowledge of relevant rules, regulations, and policies, and the frequent exercise of independent judgment and/or takes the lead in a small clerical unit.
C. 
Qualifications.
(1) 
Ability to read, write, speak, and understand English sufficiently to perform the duties of this position.
(2) 
Five years of municipal experience in stenographic and clerical work, including two years of supervisory stenographic and clerical experience.
(3) 
Ability to comprehend established office routines, and rules and regulations of complexity.
(4) 
Ability to organize assigned work and develop effective work methods.
(5) 
Ability to give suitable assignments and instructions to individuals and to groups and to supervise the maintenance of suitable records and files.
(6) 
Good health and freedom from disabling physical and mental defects which might endanger the health and safety of oneself or others.
D. 
Duties. The duties of the Administrative Assistant shall include, but not be limited to the following:
(1) 
Assists in the administration of the Township Personnel Ordinance[2] and various employee insurance programs.

The position of Insurance Fund Commissioner, as required under N.J.S.A. 40A:10-37, be and is hereby created within the Township of Howell and shall exist during the time period that the Township participates in the Monmouth Municipal Joint Insurance Fund, established pursuant to state statute. The Commissioner shall perform such duties, and have such powers, as authorized by state statute and rules and regulations governing the Monmouth Municipal Joint Insurance Fund and the contract existing between the fund and the municipality. The Insurance Fund Commissioner shall be appointed by the Township Manager and serve for a term of one year commencing January 1 of the year of his/her appointment.
The Office of Public Assistance shall consist of the Local Assistance Advisory Board heretofore existing pursuant to N.J.S.A. 44:8-115. The Board shall be composed of five persons to be appointed by the Manager. One member of the Board shall serve for a term of one year, and such member shall be a member of the Township Council. At least one of the five members of the Board shall be a woman. The terms of the four remaining members shall be for four years each, one term expiring in each year. They shall serve without compensation. The Board shall have such powers and perform such duties as are prescribed by general law and ordinance. The Director shall be appointed by the Township Manager. The duties of Director of Welfare shall be as prescribed by state statute.

There is hereby authorized and established a Department of Senior Services, the head of which Department shall be the Director of Senior Services, who shall be appointed by the Manager.
A. 
The Department generally. The Department of Senior Services as heretofore established and governed under Subsection 2-8.10, Paragraph a through e, of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, New Jersey,[1] is hereby continued to the extent that it is not inconsistent with the Charter and this chapter. The Director of Senior Services, notwithstanding anything to the contrary in prior ordinances, shall be appointed by the Township Manager.
(1) 
Senior Services Director.
(a) 
Creation. There is hereby created the office of Senior Services Director.
(b) 
Qualifications:
[1] 
Bachelor's degree in sociology, social work, or related field from accredited college or university.
[2] 
Two years' senior services management experience, including training and planning, development, maintenance, administration and management of senior citizen programs and facilities or equivalent.
[3] 
Certified social work license from the New Jersey Board of Examiners as a certified social worker is recommended.
[4] 
Administrative ability, experience, and competence in creative program planning, budgeting, personnel supervision, public relations and experience with various governmental and quasi-public agencies.
[5] 
An understanding and appreciation of goals of comprehensive senior citizen programs and services.
[6] 
A sensitivity to the particular problems of the aged and ability to work on a personal basis.
(c) 
Term. The Director of the Department of Senior Services shall serve at the pleasure of the Township Manager.
(d) 
Duties. The Director for the Senior Services Department shall be responsible for the overall planning, implementation, direction, financial operation of the Department and the filing of required reports both financial and programmatic. The Director shall manage and oversee the daily operations of the Township's Senior Citizens' Center. He or she shall maintain liaison with the Monmouth County Office on Aging. The Director shall perform such other services as may be specifically assigned by the Township Manager from time to time.
(2) 
Senior Services Department.
(a) 
Creation. There is hereby created the Howell Township Department of Senior Services, which shall be supervised by the Director of Senior Services, who shall serve as the department head. This Department will include the Township's Senior Citizens' Center.
(b) 
Employees. The Township Manager may, in his or her discretion, provide for or hire personnel to conduct, supervise, instruct in and otherwise implement the senior citizens' programs of the Township as set by the Township Council and hire such custodians and other personnel as he or she shall deem fit to maintain, repair and oversee the Senior Services Department and the Senior Citizens' Center in the Township.
(c) 
Functions. The Senior Services Department, under the supervision of the Director, is charged with the implementation of the Senior Center programs, as recommended by the Senior Citizens' Advisory Council and for the various activities, functions, services, and the like established thereunder from time to time.
(3) 
Salary. The salary to be paid to all employees under this subsection shall be in accordance with and fixed by the Salary Ordinance of the Township.

B. 
Senior Citizens' Advisory Council. The Senior Citizens' Advisory Council as heretofore established and/or governed by resolution of the former Township Committee on October 15, 1980, is hereby continued to the extent that it is not inconsistent with the Charter and this chapter. The members of the Senior Citizens' Advisory Council, notwithstanding anything to the contrary in said prior resolution, shall be appointed by the Township Manager.
The Office of Youth Counselling Services is hereby created and shall consist of the position of Youth Guidance Counselor and the Youth Guidance Council.
A. 
Youth Guidance Counselor. The position of Youth Guidance Counselor as heretofore established and/or governed under Subsection 2-8.11a, Paragraphs 1 through 5, of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, New Jersey,[1] is hereby continued to the extent that it is not inconsistent with the Charter and this chapter.
(1) 
Creation. There is hereby created and established in the Township of Howell the position of Youth Guidance Counselor.
(2) 
Qualifications.
(a) 
The Youth Guidance Counselor shall have the following qualifications:
[1] 
A master's degree from an accredited institution in the field of social work or psychology with at least one year's experience in the field of youth counselling or social work; or
[2] 
A bachelor's degree from an accredited institution in the field of social work or psychology with at least two year's experience in the field of youth counselling or social work.
(b) 
He or she shall be of good health and shall be free from any disabling defect which might prevent efficient discharge of duty. He or she shall hold a valid New Jersey driver’s license.
(3) 
Appointment and term. The Youth Guidance Counselor shall be appointed by the Township Council and shall serve at its pleasure.
(4) 
Compensation. The Youth Guidance Counselor shall be compensated in accordance with the provisions of the Howell Township Salary Ordinance as same is from time to time amended.
(5) 
Duties. The Youth Guidance Counselor shall have the following duties: under the direction of the Youth Guidance Council of the Township, the Youth Guidance Counselor will perform field, office and community organization work, as follows:
(a) 
Respond to crisis calls received by the Council.
(b) 
Interview and counsel youth and families during crisis periods and during periods of follow-up intervention.
(c) 
Determine the need for and, where permitted by law, arrange placement of youths outside the family.
(d) 
Counsel youth and families during placement period.
(e) 
Coordinate after-care services to youth and families.
(f) 
Maintain detailed records and documents pertaining to each case processed.
(g) 
Assist in the development of a program of host home families for youth placement, including interviewing, evaluating and making recommendations for approval of such host homes to the Youth Guidance Council and to coordinate the use of such host homes as required and directed.
(h) 
Serve as a liaison to interested local and county agencies and organizations providing services or supervision of youth, including police, schools, mental health services and child protective services.
(i) 
Prepare and submit such reports as are from time to time requested by the Youth Guidance Council.
(j) 
Coordinate and supervise daily program operations of the Youth Guidance Council.
(k) 
Serve as the Coordinator of the Youth in Crisis Program in Howell Township with related county agencies, both public and private.
(l) 
With the consent of the Youth Guidance Council to develop and implement a training program for staff, host home families and community volunteers.
(m) 
Evaluate the operations of all programs instituted by the Youth Guidance Council and periodically report and make recommendations thereon as required.
(n) 
Attend all meetings of the Youth Guidance Council.
(6) 
Youth Guidance Council. The Youth Guidance Council as heretofore established by resolution of the former Township Committee adopted on April 23, 1984, pursuant to the authority extended by N.J.S.A. 9:22-1 et seq., is hereby continued to the extent that it is not inconsistent with the Charter and this chapter. The membership terms of appointment, duties and powers of the Youth Guidance Council shall be as authorized by statute.

The Board of Health as heretofore established under Section 2-8 (Board of Health), Subsections 2-8.1 through 2-8.4 of Chapter II (Administration) of the Revised General Ordinances of the Township of Howell, New Jersey, is hereby discontinued.
A. 
Adoption and enforcement of health regulations and procedures. The adoption and enforcement of health regulations and procedures as heretofore provided to the Township and its citizens through the Monmouth County Board of Health under the provisions of the Local Health Services Act of 1976 (N.J.S.A. 26:3A2-1 et seq.), as previously authorized by resolution of the former Township Committee, adopted on March 24, 1982, be and is hereby continued. The Manager may appoint an individual to serve as the contact person on behalf of the Township with the Monmouth County Board of Health for the purpose of:
(1) 
Keeping the Township Council informed of all proceedings before the Monmouth County Board of Health, which may have an effect upon the Township or its citizens.
(2) 
Bring to the attention of the Monmouth County Board of Health such items as the Township Council deems advisable relating to health matters that may arise within the Township.
(3) 
Bring to the attention of the Monmouth County Board of Heath such other items as the Township Council may deem advisable on behalf of the Township.
A. 
Created. The position of temporary assistant to the Chief Financial Officer of the Township of Howell is hereby created and established for the Township for a period not to exceed 18 months from the date of commencement of employment or until the purpose for which the assistant(s) has been engaged has been accomplished and completed to the satisfaction of the Township Manager, whichever event occurs first. There shall be no more than two temporary assistants to the Chief Financial Officer employed by the Township at any one time.
B. 
General job description. Assist in planning, organizing, coordinating and instituting a system for correction of prior audit findings, including but not limited to:
(1) 
Organizing, developing and performing the work involved in the research of, analysis of and correction of past audit findings.
(2) 
Assisting in rebuilding and reconciling essential accounting records and files.
(3) 
Doing research of past financial records.
(4) 
Performing professional functions involved in the analysis and audits of the accounts, cash receipts, purchase orders, and other records, and prepare statements concerning the past audit findings and balances of the Township.
(5) 
Reporting on and interpreting financial data with the objective of bringing the accounts and records of the Township in compliance with state and local requirements.
(6) 
Assisting in developing, coordinating and maintaining an integrated system of internal controls as recorded in the past audit findings.
(7) 
Preparing various financial reports at the direction of the Chief Financial Officer of the Township.
C. 
Qualifications. Any temporary assistant to the Chief Financial Officer shall possess either a bachelor's degree from an accredited college or university with 21 semester hours of credit in accounting or 21 semester hours of credit in accounting at an accredited college with related experience in a financial setting of equivalent complexity. The individual shall possess:
(1) 
Knowledge of the principles, methods, techniques and systems of financial management, budgeting, accounting, internal auditing, program evaluation and financial reporting.
(2) 
Knowledge of the laws, rules and regulations governing the installation and operation of a government system of accounts.
(3) 
Understanding of automatic data processing systems, procedures and controls.
(4) 
Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position.
D. 
Salary. The salary for the position of temporary assistant to the Chief Financial Officer shall be as set forth in the Township Salary Ordinance.
A. 
Created. The position of the Network Administrator is hereby created and established in and for the Township. The Network Administrator shall serve under the direction of the Township Manager.
B. 
General job description. Perform analysis, implement and maintain the Township's information processing and communication system, which utilize required software operating systems, computer systems, multiprogramming technology, data base management techniques and data communications protocol, including but not limited to:
(1) 
Design, implement and coordinate comprehensive information system security procedures.
(2) 
Implement and maintain information systems in the various Township departments.
(3) 
Administer the LAN, WAN and office automation systems for the Township.
(4) 
Analyze training needs, develop training programs and provide on-going training to Township personnel.
(5) 
Evaluate existing manual systems with a view towards converting the same to an automated data processing system and implement the conversion of the same.
(6) 
Assist the Township Manager and department heads in the development, implementation of management of operational policies and procedures for evaluating the Township's data processing needs; provide the Township Manager with budget requests necessary for the maintenance and enhancement of the data processing operating equipment and supplies; perform troubleshooting in the area of data and telecommunications; communicate the problems to the appropriate Township officials and report results relating to the same to the Township Manager; prepare clear, accurate and concise technical reports containing findings, conclusions and recommendations relating to the overall operation and maintenance of the data processing systems; implement a data backup and disaster recovery plan for the data processing system.
C. 
Qualifications of Network Administrator. The Network Administrator:
(1) 
Shall have the ability to read, write, speak, understand and communicate in English, sufficiently to perform the duties of the position.
(2) 
Be a certified Novell Engineer.
(3) 
Possess a valid New Jersey driver's license.
(4) 
Possess knowledge of the methods, techniques and principles used in analyzing programming and design data base systems.
(5) 
Possess knowledge of the capabilities and operation of various types of office automation and telecommunications equipment and functions.
(6) 
Possess knowledge of the programming capabilities of Microsoft Access or related language.
(7) 
Possess the ability to analyze and develop training programs for Township personnel in the data processing field.
(8) 
Possess the ability to evaluate existing manual systems and make recommendations for conversion to automated systems.
(9)

D. 
Salary. Salary for the position of Network Administrator shall be as set forth in the Township Salary Ordinance.
E. 
Term. The Network Administrator shall serve at the pleasure of the Township Manager.
A. 
Created. The position of Economic Development Coordinator is hereby created and established in and for the Township of Howell. The Economic Development Coordinator shall serve under the direction of the Township Manager.
B. 
General job description. The Economic Development Coordinator shall be responsible for the formulation and implementation of an overall Township economic development plan and shall perform related duties as required, including but not limited to:
(1) 
Prepare and recommend economic development policies and strategies for the diversification of the local economy.
(2) 
Administer the Township economic development program/plan.
(3) 
Conduct economic development analyses and related research, prepare technical reports as needed.
(4) 
Provide assistance to local businesses in conjunction with the Township's economic development program, including the retention of existing businesses and attraction of new business.
(5) 
Represent Howell Township in intergovernmental matters related to economic development.
(6) 
Work with the local Economic Development Advisory Committee.
C. 
Qualifications of Economic Development Coordinator.
(1) 
Bachelor's degree in urban planning, economics, business administration or a related field. Three years' economic development experience may be substituted for the education requirements.
(2) 
Thorough knowledge of the principles and practices of land use planning.
(3) 
Ability to establish and maintain effective working relationships with associates, the general public, business and community leaders.
(4) 
In depth knowledge of marketing and economic development promotion.
(5) 
Ability to read, write, speak and understand or communicate in English sufficiently to perform the duties of the position.
(6)
