There is hereby established a Water and Sewer Project Advisory Committee.
The Water and Sewer Project Advisory Committee shall consist of nine members appointed by the Township Council, the members of the Finance Committee and Township Engineer. At least two members shall be owners or representatives of local businesses and shall be residents of the Township. The remaining seven members shall be residents who are users of a water and/or sewer utility in the Township. All members shall serve for a term of one year, terminating on December 31 of each year.
A. 
The Chairman of the Finance Committee shall serve as the Chairman. A Vice Chairman shall be selected by the Committee.
B. 
The duties of the Committee shall consist of reviewing all water and sewer projects being considered by the Township Council referred to the Committee for review. The Committee shall review each such project and report its findings within a time frame as specified by the Township Council. The Committee shall review each project referred on the basis of total cost, value to the Township at that time and in the future, effect on water and sewer rates, future development and all aspects of the proposed project.
C. 
The findings and recommendations shall not be binding upon the Township Council.
