The purpose of this article is to establish
a Broadcast Media Advisory Committee to review the past, present and
future cable-related needs of the Township of Howell and to review
the current cable television franchisee serving Howell Township.

The Broadcast Media Advisory Committee shall
be made up of five individuals, four of whom shall be residents of
the Township of Howell. The remaining member shall be a representative
of either the local or regional school board and is not required to
be a resident of Howell Township. The term of said individuals shall
initially commence January 1, 2003, and shall be two years for two
members of said Committee and one year for the remaining members of
the Committee. Thereafter, and subsequent to the initial term, all
terms shall be two years. In the event of a vacancy in said position,
the vacancy shall be filled for the balance of the term of said individual.
The membership's duties shall be performed in
accordance with the guidelines as adopted and with the New Jersey
Administrative Code from time to time concerning cable television
services and other franchise rules and regulations. Additionally,
said Committee shall monitor all past, present and future operations
of said cable television franchisee serving the Township of Howell.
Said Committee shall work towards preparing a final report on an annual
basis to the governing body reviewing the past performance of said
cable operator as well as the current ongoing performance while addressing
the future needs of the Township with regard to cable television service.
Any funding for said Broadcast Media Advisory
Committee shall be budgeted by the Township Committee. Any legal services
shall be performed by the Township Attorney upon direction by the
Township Manager. Any other services or funding shall be likewise
approved by the Township Manager.
