In their interpretation and application, the provisions of Articles VIII through XI shall be held to be minimum requirements adopted for the promotion of the public health, safety, morals and general welfare, consistent with the purposes set forth at N.J.S.A. 40:55D-2.
A. 
It is not intended by this chapter to repeal, abrogate, annul or in any way to impair or interfere with existing provisions of the Code of the Township of Howell or with private restrictions placed upon property by deed, covenant, or other agreements. However, where this chapter imposes a greater restriction upon land, buildings or structures than is imposed by existing provisions of this chapter, or by deed, covenant or other agreements, the provisions of this chapter shall control.
B. 
The provisions of Articles VIII through XI, including, but not limited by way of limitation, the provisions relating to nonconforming uses and nonconforming structures shall, in conjunction with the provisions of this chapter, be construed as the continuation of the substantive provisions of the Township of Howell Zoning Ordinance, and amendments and supplements thereto in effect at the time of adoption of this chapter, rather than new enactments.
