A. 
Merit system. All appointments and promotions in the civil service of the Village shall be made according to merit and fitness in accordance with the requirements of the Constitution, statutes and applicable regulations of the state.
B. 
Personnel rules and policies. The Manager shall prepare and administer a system of personnel rules and policies, subject to approval by the Council and to the requirements of the Civil Service Law and regulations. Such rules and policies may be approved by resolution and shall include provision for:
(1) 
The classification of all Village positions, based on the duties, authority and responsibility of each position, with adequate provision for reclassification of any position whenever warranted by changed circumstances.
(2) 
A pay plan for all Village positions.
(3) 
The policies and procedures regulating reduction in force and removal of employees.
(4) 
The hours of work, attendance regulations and provisions for sick and vacation leave.
(5) 
The policies and procedures governing persons holding provisional appointments.
(6) 
The policies and procedures governing employee discipline and grievances.
(7) 
Policies regarding in-service training programs.
(8) 
Other practices and procedures necessary or desirable to the administration of a sound personnel system.
The Manager may appoint the same person to serve as head of two or more departments; and a department head may also be appointed by the Manager to serve as head of a division within his department. The Manager may appoint a division head to serve as the head of two or more divisions or as Purchasing Agent, so long as the functions, powers and duties of such appointments are not inconsistent.

Every officer or employee of the Village shall, before entering upon the duties of his office or position, execute and deliver such official surety bond as may be required by law and in such amount as may be fixed by ordinance of the Council, binding him to the Village in its corporate name and conditioned upon the true and faithful performance of his duty. Such bonds shall be secured by a corporate surety authorized to do business in this state, and the premium therefor shall be paid by the Village. Each such bond shall be approved by the Attorney as to form and sufficiency, and nothing in this section shall be construed to prevent the use of one or more blanket bonds or position schedule bonds when so approved.
A. 
A Village officer or employee, elected or appointed, paid or unpaid, shall not:
(1) 
Be interested, directly or indirectly, in any contract with the Village for work done or for materials or supplies furnished to the Village or to any contractor or other person furnishing the same, nor shall he participate in any profits of such contractor or other person or receive any compensation, commission, gift or other reward for his services except the salary or fees established by law or by ordinance or resolution of the Council.
(2) 
Accept or solicit anything of value as consideration for or in connection with the discharge of his official duties other than the fee or compensation prescribed pursuant to law.
(3) 
Engage in any business or transaction or accept any private employment or commitment or have any financial or other personal interest, direct or indirect, which is incompatible with the proper discharge of his official duties in the public interest or which would tend to impair his independence of judgment or action in the performance of his official duties.
(4) 
Accept any gift or gratuity, whether in the form of service, loan or promise or in any other form, from any person, firm or corporation which would tend to influence him in the discharge of his official duties.
B. 
No officer or employee shall represent, either directly or indirectly, private interests before the Council or before any board, commission or agency of the Village, nor shall any officer or employee represent or be employed by private interests in any action or proceedings against the interest of the Village in any litigation to which the Village is a party.
C. 
Violations.
(1) 
Any officer or employee who violates any provision of this section, upon conviction thereof in a court of competent jurisdiction, shall be subject to the maximum penalties authorized by N.J.S.A. 40:49-5.
(2) 
In addition, any officer or employee who violates any provision of this section may be suspended without pay or removed in the discretion of the appointing authority.
D. 
The provisions of this section shall be in addition to any provisions of the Charter or other statutes dealing with similar subject matter.
A. 
The days and hours of work of individual employees shall be assigned and scheduled by the respective department heads, subject to the approval of the Manager, so that public business may be conducted without interruption and municipal services provided as conditions may require during the regular business hours of the Village government and during such emergencies as may arise.
B. 
Overtime work shall be scheduled only when it is necessary to meet urgent public operating requirements, upon approval of the Manager or such other person as he may designate, in writing.
A. 
In the event of the temporary absence or disability of any administrative officer or employee or in the event of a vacancy in any office, the Manager or Acting Manager may designate a qualified person to serve in such office temporarily in an acting capacity, and any such appointee shall have all the functions, powers and duties of an incumbent until such absence or disability terminates or such vacancy is filled by appointment.
B. 
In the event of a vacancy in the office of Manager, the Council may appoint a qualified person to serve temporarily, for a stated duration, as Manager or Acting Manager until such vacancy is filled by permanent appointment.[1]

The compensation of all officers and employees shall be in such amount and at such rates as shall be prescribed by the salary ordinance.[1] Department heads and division heads shall receive no overtime compensation nor compensatory time off.
