A. 
The owner of any land abutting upon the streets or public highways in the Village, if such land is owner-occupied or vacant, otherwise the tenant or occupant of such land situate in all zones of the Village of Ridgewood as shown on the 1990 Zoning Map, with the exception of the B-1, B-2, P and P-2 Zones of the Village, shall remove all snow and ice from the abutting sidewalks of such streets or highways within 24 hours after the same shall fall or be formed thereon. No snow or ice so removed, however, shall be deposited or placed in the street or highway in such a manner or location so as to impede the flow of traffic. For purposes of this section, such land shall be deemed owner-occupied if occupied by either the owner or owners of record or any agent, servant or employee thereof.
B. 
Owners, tenants and occupants of any land abutting the streets or highways of the Village situate in the B-1, B-2, P and P-2 Zones of the Village are subject to the following snow removal regulations. Special regulations are adopted for the business and office zones in order to maintain an attractive and safe environment in the business and professional office zones of the Village by assuring that the snow will be removed from the sidewalks in and around the central business district on a timely basis.
C. 
Snow is required to be removed in the B-1, B-2, P and P-2 Zone Districts from the sidewalks concurrently with its fall. To assure compliance with this section, more than one clearing may be required to keep the sidewalks as free of snow as is practical. The following specific regulations are hereby adopted. Snowfalls commencing during the evening, that is, after 6:00 p.m., will be cleared by no later than 9:00 a.m. the following morning, Sundays and holidays included. During weekday storms, Monday through Saturday, occurring during business hours, sidewalks shall be cleared to a five-foot minimum width to provide access from the storefront to the curb, between meters, if meters are installed. After 6:00 p.m. and on Sundays and holidays, sidewalks will be completely cleared into the street.
D. 
A court appearance will be required to answer any summons issued for a violation of this section occurring in the B-1, B-2, P and P-2 zones of the Village. A court appearance will be required to answer any summons issued for a second or subsequent violation of this section in all zones of the Village.

The owner or tenant of lands abutting or bordering upon the streets, avenues or public highways of the Village shall remove all grass and weeds and other impediments within three days after notice to remove the same.
Upon the refusal or neglect of the owner or tenant to remove within the time hereinabove provided such snow, ice, grass, weeds and other impediments, the same may be removed by the Village, and the cost of removal thereof shall be certified to the Village Manager by the person in charge of such removal. Upon approval of such certificate, the Village Manager shall cause such costs to be charged against the real estate so abutting upon such sidewalk, and the amount so charged shall thereupon become a lien and tax upon such real estate and be added to and be part of the taxes next to be levied and assessed thereon and enforced and collected in the same manner and at the same time as other taxes.
It shall be unlawful to place or deposit any glass, ashes or refuse materials on any streets or sidewalks of the Village.
It shall be unlawful to construct or maintain any driveway in the Village so as to permit sand, ground, dirt or other materials to be carried onto or across the sidewalks on any street in the Village.
No person shall cause or permit any vehicle to be loaded with manure, sand, earth, mud, clay or rubbish so that the contents or any part thereof shall be scattered in any street.
No person shall maintain, erect, place or construct any sign, awning, lamp or other thing over any sidewalk in the Village unless the same shall be at least seven feet above the sidewalk.
It shall be unlawful to repair any automobile or motor-driven vehicle on any of the streets or public places of the Village, except such temporary repairs as may be necessary in order to enable such automobile to be removed from the place in the highway where the same has become disabled.
No person shall permit any goat, swine, horse, cow or other meat cattle belonging to him or under his control to go at large or depasture in any public street, lane or alley in the Village.
No person shall injure, deface, destroy or remove any guidepost or guide board heretofore erected or which shall be erected in this Village without the permission of the Village Council.[1]

A. 
It shall be unlawful for any person to remove or bypass any construction barricade in the public rights-of-way of the Village or portion thereof undergoing construction or repair; or being so barricaded as a matter of public safety; or to walk upon a portion of such street so barricaded or to drive or ride on any bicycle, tricycle, motorcycle, motor vehicle, horse or wagon thereon without the written permission of the Village Manager or the Director of Public Works or their designee in charge of the work or the event within the public right-of-way. Any and all construction barricades placed within the Village's public rights-of-way shall be subject to removal or relocation by Village of Ridgewood personnel (Police, Fire, ES, or Public Works) for public safety reasons as necessary.
B. 
The Village can provide barricades for Village-approved events, upon the deposit of funds, which are refundable once barricades are returned to the Village undamaged and intact. If barricades are damaged, lost or stolen, the deposit shall be forfeited to the Village to replace the barricades.

The Village Council of the Village of Ridgewood shall, by resolution, provide for the naming and changing of names of streets and highways within the Village of Ridgewood and further provide for the erection thereon of signs showing the names thereof.
