The Department will, without charge, furnish
and install each customer supplied with water on a measured basis
with a suitable meter and couplings and will keep the same in repair,
except in case of misuse or damage by frost, hot water, water hammer,
or external causes, in which case the expense of repair must be borne
by the customer. Instructions as to reading meters will be given at
the office of the Department.

A. In case of a disputed account involving a question
as to the accuracy of a meter, such meter will be tested upon the
request of the applicant unless there has been an obvious waste of
water by accident or neglect of plumbing. In the event that the meter
so tested is found to have an error in the registration in excess
of 2%, the bills will be corrected accordingly.
B. When water is furnished by a meter, the quantity recorded
by it shall be taken to be the amount passing the meter, except where
the meter has been found to be registering inaccurately or has ceased
to register. In such cases, the quantity may be determined by the
average registration of the meter when in order or by such fair and
reasonable method as shall be based upon the best information obtainable.
