A. 
No person shall maintain, exhibit, give or take part in any theater or other exhibition or performance or keep any billiard hall, bowling alley, shooting gallery or similar place of amusement within this municipality or present any exhibition, performance or entertainment in any place in this municipality where liquor is sold or drunk under a liquor tax certificate; and such maintaining, exhibiting, giving and taking part in any theater or other exhibition or performance and the keeping of any billiard hall, bowling alley, shooting gallery and other similar places of amusement in this municipality for money or hire and the giving of any exhibition, performance or entertainment in any place in this municipality where liquor is sold or drunk under a liquor license without first having obtained a license therefor are prohibited.
B. 
No license will be granted by the Village of Potsdam within its corporation to any circus, carnival, traveling show, amusement rides, rodeo or similar show that serves alcohol as any part of its programming, has more than 10 rides, has any ride greater than 50 feet in height, involves any games of chance with cash prizes or violates any of the New York State Racing and Wagering Regulations. No license will be granted any motorcycle or automobile races by the Village of Potsdam within its corporation.

Uniform license fees for the trades and occupations enumerated in § 63-1 of this chapter are established as follows:
A. 
For each and every one-ring circus or other show of like character, $25 for each day's exhibition; for each and every two-ring circus or other show of like character, $50 for each day's exhibition; for each and every other circus or show of like character, $75 for each day's exhibition.
B. 
For each and every other tent show or exhibition, $5 for each day's exhibition.
C. 
For hall shows, $5 for one day, $7 for two days and $3 for each day for three or more days.
D. 
For billiard halls, $5 per year for each table.
E. 
For bowling alleys, $5 per year for each bed.
F. 
For shooting galleries, $5 per year for each target.
G. 
For each and every exhibition, performance or entertainment in any place where liquor is sold or drunk under a liquor license, $10 per day for each and every exhibition or performance not hereinbefore included.
Application for licenses shall be made in writing to the Administrator upon forms provided by the municipality, and each applicant shall furnish such pertinent information as the Administrator shall deem necessary, but the same information shall be required of all applicants.
The Administrator shall have the power to reject any application where he finds that the issuance of a license would be contrary to public health, safety or welfare.

Any person who violates any provision of this chapter shall, upon conviction thereof, be subject to a fine not to exceed $250 or to imprisonment for a term not to exceed 15 days, or both.
