No person or group of persons shall congregate upon or stand together
on or occupy in any manner any of the sidewalks in this municipality or in
any other manner obstruct the free use and passage for pedestrians of any
part of such sidewalks; or to congregate upon or stand together on or occupy
in any such manner any street corner or any part of the sidewalk or steps
in front of any public building or other public places or any part of the
bridges or approaches thereto in this municipality.
