In furtherance of the purposes of these regulations, the village shall be divided into the following zoning districts:

The boundaries of said districts are hereby established as shown upon the map entitled "Village of Potsdam Zoning Map," adopted September 20, 2021, with subsequent amendments as shown thereon. This Zoning Map, included herein as Attachment I,[1] is hereby made a part of these regulations, including all notations, references and descriptions shown thereon; and the official Zoning Map shall be on file in the office of the Village Clerk.

Where uncertainty exists with respect to the boundaries of any of the aforesaid districts as shown on the Zoning Map, the following rules shall apply:
A. 
Where district boundaries are indicated as approximately following the center lines of streets or highways, street lines or highway right-of-way lines, such lines shall be construed to be said boundaries.
B. 
Where district boundaries are so indicated that they are approximately parallel to the center lines of streets or highways, street lines or highway right-of-way lines, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as determined by the use of the scale appearing on the Zoning Map.
C. 
Where the boundary of a district follows a railroad line, such boundary shall be deemed to be located midway between the main tracks of said railroad line.
D. 
Where district boundaries are so indicated that they approximately follow lot lines, such lot lines, as they are actually situated, shall be construed to be said boundaries.
E. 
Where the boundary of a district follows a stream, river or other body of water, said boundary line shall be deemed to be at the shoreline or other established limit of jurisdiction of the village unless otherwise indicated.
F. 
Except for a portion of Fall Island, all water and islands within the Raquette River shall be deemed to be within the NC Natural Conservation District.
G. 
The delineation of the Flood Hazard Overlay District (FH) is intended to correspond to the areas of special flood hazard identified by the Federal Insurance Administration in a scientific and engineering report entitled the "Flood Insurance Study for the Village of Potsdam, New York," dated July 6, 1981, with the accompanying Flood Insurance Rate Maps and Flood Boundary and Floodway Maps. As such, the boundaries of the Flood Hazard (Overlay) District may not be readily dimensioned from any identifiable point of reference from the Zoning Map. Field inspection and interpretation by the Code Enforcement Official shall determine the actual location of this district with reference to a particular site, as is specified in Chapter 98, Flood Damage Prevention, of the Village Municipal Code.
H. 
Where a district boundary line divides a lot of record at the time such district is effective, the regulations for the less restricted part of such lot shall extend not more than 30 feet into the more restricted part, provided that the lot has frontage on a street in the less restricted district.
I. 
Whenever a zoning district line does not follow a street center line or lot line, its location shall be determined by a measurement made by the Code Enforcement Official using the scale appearing on the Zoning Map.
J. 
If the location of any zoning district boundary determination by the Code Enforcement Official is challenged by a legitimate party in interest, the Board of Appeals, upon application, shall render a decision with respect to the location of said zoning district line under its powers of interpretation according to the process hereinafter provided for.
