An advisory council to be known as the "Morrisville Borough Environmental Advisory Council," hereinafter referred to as the "EAC," is hereby created and shall continue to function until this chapter is revoked.
The purpose of the EAC shall be to advise the elected officials, other local governmental agencies, commissions and boards on matters dealing with the protection, conservation, management, promotion and use of natural resources, including air, land and water resources, located within the Borough's boundaries.
The EAC shall be composed of five residents of this Borough.
EAC members shall be appointed in accordance with the following procedure:
A. 
All EAC members shall be appointed by the Borough Council of the Borough of Morrisville.
B. 
Duly appointed EAC members shall serve a term of three years, except that initial appointment shall be so staggered that the terms of approximately 1/3 of the membership shall expire each year.
C. 
Whenever possible, one member shall also be a member of the Morrisville Borough Planning Commission.
D. 
EAC members' terms of office shall expire on the third Monday in December following the last year of their term of office.
The EAC is to be advisory to and shall coordinate its activities with the elected officials, Planning Commission, boards and other such local governmental agencies.
The Borough Council shall designate the chairman of the EAC.
The EAC shall have the following powers:
A. 
Identify environmental problems or issues.
B. 
Recommend plans and programs to the appropriate agencies of the Borough for the promotion and conservation of the natural resources and for the protection and improvement of the quality of the environment within the area of this Borough.
C. 
Make recommendations as to the possible use of open land areas of the Borough.
D. 
Promote a community environmental program.
E. 
Keep an index of all open areas, publicly or privately owned including, but not limited to, flood prone areas, swamps, wetlands and other unique natural areas for the purpose of obtaining information on the proper use of such areas.
F. 
Advise the appropriate local government agencies in the acquisition of property, both real and personal.
G. 
To undertake such environmental tasks as requested by the Borough Council of the Borough of Morrisville or identified by the EAC.
The EAC shall keep records of its meetings and activities and shall make an annual report which shall be printed in the annual municipal report or otherwise made known and available. Minutes of each meeting shall be forwarded to the Borough Council. The EAC shall establish bylaws to be approved by Borough Council and which may be amended from time to time.
EAC members shall receive no compensation for their services, but may be reimbursed for the expenses actually and necessary incurred by them in the performance of their duties.
The Borough Council of the Borough of Morrisville may, from time to time, appropriate funds for the expenses incurred by the EAC.
The Borough Council of the Borough of Morrisville authorizes the EAC to seek funds for its projects, upon receiving approval from the Borough Council, through grants, gifts and defined fundraising activities.
An associate member program is hereby authorized to provide for assistance on EAC projects and to provide a mechanism for nonvoting member participation.
