The mission and stated objectives of the Brick Township Municipal
Alliance Committee on Alcohol and Drug Abuse and Youth Services (B-MAC)
shall be as follows:
A. Through a community partnership, to provide Brick Township residents
with prevention and education programs to reduce substance abuse and
juvenile delinquency.
B. To endeavor to live in a Township that promotes individual, family
and community involvement resulting in behavior that demonstrates
respect for self, others and the environment.
B-MAC shall be comprised of 25 members appointed as follows:
A. The Mayor shall appoint up to 25 persons to serve as members of the
Alliance, which may include, but are not limited to, the following
persons:
(1) Mayor and/or governing body member (or designee).
(2) Chief of Police (or designee) and other law enforcement agencies.
(3) School district administrative staff and/or School Board member.
(4) Student Assistance Coordinator or other student support services
staff member.
(5) A representative of the Parent Teacher Association or other Home
School Association.
(6) Parents and/or guardians.
(7) A representative from Youth Services Organizations.
(8) A representative from the Chamber of Commerce or other local businesses.
(9) Representatives of local civic or volunteer groups.
(10) Representatives of local faith-based organizations.
(11) Private citizens with interest or experience in issues concerning
alcohol or drug abuse, addiction or juvenile delinquency.
(13) Older adult representatives.
(14) Individuals who have been affected by alcoholism or drug abuse, including
individuals who have been directly affected by their own or family
member abuse or addiction.
(15) Health and human service agencies/professionals; especially health
care professionals including pharmacists, physicians or therapists,
etc.
(16) Representatives of the local communications media or public relations.
(17) Representatives of public and private organizations involved in the
prevention or treatment of alcoholism and drug abuse and/or the regional
coalition.
B. The aforementioned mayoral appointments reflect the Governor's
Council on Alcohol and Drug Abuse (GCADA) requirements.
C. All members shall serve terms consisting of two years each.
D. All terms commence January 1 and end December 31 of the applicable
year.
E. Upon resignation of a member, the Mayor will appoint a replacement
to serve the duration of the unexpired term.
F. The Alliance shall reorganize itself at a full membership meeting
to be held within the first two weeks of January of every year.
Under the direction of the Mayor, the functions of the Alliance
shall be as follows:
A. To
coordinate efforts involving schools, law enforcement, businesses
and community for the purpose of achieving its stated goals and objectives.
B. To
develop programs to:
(1) Prevent drug and alcohol abuse for persons of all age groups.
(2) Prevent juvenile delinquency as well as prevent crimes against juveniles.
(3) Promote greater awareness of drug and alcohol abuse within the community.
(4) Promote greater awareness of issues affecting young people and families
within the community.
The Alliance shall review its bylaws annually and submit same
to the Mayor and Council.
B-MAC shall report their activities and the attendance of the
membership to the Mayor on a regular basis.
The full membership shall meet at least 10 times per year. The
meeting dates and times shall be established and a list of all scheduled
meetings shall be published in accordance with the Open Public Meetings
Act and shall be posted on public bulletin boards and in the Brick
Municipal Building.
B-MAC may have a Coordinator appointed by the Mayor to oversee
its daily operations.
A. The duties and responsibilities of the B-MAC Coordinator shall be
as follows:
(1) Maintenance of all B-MAC accounts.
(2) Oversight of fundraising activities.
(3) Preparation of all grant applications.
(5) Manager of all B-MAC volunteer support personnel.
(6) Liaison to Township public information officer.
(7) Any other duties relating to the mission of the Alliance that the
Mayor sees fit to entrust to the Coordinator.
(8) Develop programs to support and achieve the stated mission of the
Alliance.
B. The B-MAC Coordinator shall report directly to the Mayor and Business
Administrator.
B-MAC shall be governed in its operations by an executive committee.
The executive committee shall consist of the Chair, Vice-Chair, Secretary
and the B-MAC Coordinator. The executive committee shall meet at least
10 times per year separately from the full membership.
All voting shall be in accordance with the following procedures:
A. All members in good standing shall each have one vote in full membership
meetings and/or elections.
B. All members of the executive committee shall have one vote in executive
committee meetings.
C. There shall be no vote taken on any motion unless a quorum exists. A quorum is hereby defined to be a number of qualified members equal to at least 50% plus one of all members with full voting privileges, as outlined in §
37-11, as determined in the discretion of the Chair at the time of the meeting or function.
