There is hereby established the Brick Recreation Advisory Committee of the Township of Brick.
A. 
The Brick Recreation Advisory Committee shall consist of the following individuals:
(1) 
The Mayor or the Business Administrator;
(2) 
The three members of the Township Council appointed to the Council Recreation Committee for any given year;
(3) 
The Director of the Department of Parks and Recreation.

(4) 
A member of the Brick Township Board of Education, or the Board's designee.
(5) 
Three residents of the Township of Brick, at least one of whom is over the age of 65, who have been appointed to one-year terms by the Township Council.
A. 
At the first meeting of the year, the members of the Committee shall hold an election to designate a Chairperson. The Chairperson shall preside over all meetings and shall be responsible for establishing the meeting agenda.
B. 
The Committee will hold meetings, at least quarterly, with the first meeting of each calendar year to be held no later than February 15 of any given year. Prior to each meeting, the Chairperson shall request the attendance of the Township Parks Foreman, Athletic Directors or other school representatives and any other official, organizational representative or private individual whose input the Chairperson or Athletic Director anticipates will be valuable to the Committee.
The members of the Committee shall serve without compensation.
The Committee is advisory in nature. All decisions with respect to recreation programs and projects are the responsibility of the governing body. The Recreation Development Advisory Committee shall:
A. 
Formulate recommendations to the Township Council concerning the development of recreation programs for residents of all ages and solicit to the fullest extent possible the cooperation of school authorities and other public and private agencies interested therein.
B. 
Act in an advisory capacity in all matters pertaining to the recreation programs and the utilization of parks, recreational areas and beaches, including, but not limited to, those purchased through a land trust; including the scheduling, maintenance and utilization of such recreation areas and the need for equipment, services and building space for recreation.
C. 
Make such individual studies and reports as may be requested by the Mayor, Township Council or Recreation Director.
D. 
Refer all maintenance concerns to the Township Administrator. All maintenance of the facilities shall be under the direction and control of the Superintendent of Public Works, through the Township Administrator.
E. 
Participate in the annual budget process as it applies to facilities to accommodate recreation purposes and programs and make recommendations with respect thereto to the Director of Parks and Recreation before submission to the governing body. The Committee is not authorized to encumber and expend funds.

F. 
Recommend suitable rules, regulations and bylaws for the use of Township parks and recreation facilities and the conduct of all persons while on or using the same.
G. 
Recommend fees for participation in Township organized sports activities and leagues.
The League Liaison Subcommittee shall consist of one representative from each organization substantially utilizing Township facilities, or other assets for recreational endeavors. Those organizations shall include, but not be limited to, Little League associations, girls softball, soccer, basketball, wrestling, roller hockey, Brick Community Players, Pop Warner football and any adult leagues. The Council may appoint additional members from the general public to the Subcommittee where the participation of such individuals will enhance the purpose of providing recreation opportunities to the citizens of Brick Township. The Subcommittee membership shall be set by annual resolution of the Council. The members of the Subcommittee shall attend the Committee meetings to discuss problems and issues arising from league and other recreational activities, including, but not limited to, field/court space needs, sportsmanship, coach's clinics, registration problems, sharing of facilities, tournaments, scheduling issues and planning concerns. Each league or organization shall advise the Chairperson, in writing, of the identity of and contact information for, such representative, and any change in appointment.
