Any provision of this chapter to the contrary
notwithstanding, any person who shall place leaves and grass clippings
for municipal collection, from September 1 through December 31 of
each calendar year, shall separate such leaves and grass clippings
from all other forms of garbage or other solid waste and shall place
such leaves and grass clippings at the curb side in such containers
as may be from time to time directed by the Director of Public Works.
