[HISTORY: Adopted by the Mayor and Council of the Borough of Norwood as Sec. 2-11 of the Revised General Ordinances. Amendments noted where applicable.]
There shall be a Municipal Court in the borough pursuant to the provisions of Chapter 264 of the 1948 Laws of New Jersey,[1] as amended and supplemented, to be known as the "Municipal Court of the Borough of Norwood, Bergen County." The Municipal Court shall have a seal bearing the impress of the name of the Court. The Municipal Court shall be held at such place as the Borough Council shall from time to time designate and shall exercise all the functions, powers, duties and jurisdiction conferred upon municipal courts by the laws of the State of New Jersey.

There shall be a Municipal Judge of the Municipal Court appointed by the Borough Council, who shall serve for a term of three years from the date of appointment and until his successor shall be appointed and qualified. The Municipal Judge shall have and possess the qualifications and shall have, possess and exercise all of the functions, duties, powers and jurisdiction conferred upon a Municipal Judge by the laws of the State of New Jersey.
There shall be a Clerk of the Municipal Court who shall be appointed by the Mayor and Council and who shall perform such functions and duties as are prescribed for him by law, the rules applicable to municipal courts and by the Municipal Judge. His duties shall include but not be limited to:
A. 
Carrying out the rules, regulations, policies and procedures relating to the operation of the Court.
B. 
Interviewing and speaking to respective complainants, receiving complaints and dispensing information relating to Court matters.
C. 
Maintaining the financial records of the Court.
D. 
Attending Court; taking minutes of the trials and entering them in the docket; arranging trial calendars; signing Court documents; preparing and issuing warrants and commitments.
E. 
Taking and preparing bail bonds; making inquiries as to their sufficiency and inequity; receiving and accounting for fines in Court.
F. 
Interviewing persons on informal Police Court matters to determine if there is a basis for formal action and, if necessary, issue summonses requiring Court appearances in this regard; maintaining and classifying records and files.

A. 
All requests for discovery in matters pending in the Norwood Municipal Court shall be submitted through the Borough Prosecutor.
B. 
The following fees shall be payable by the requestor to the Borough of Norwood for the discovery provided:
(1) 
Seventy-five cents per page for each of the first 10 pages photocopied.
(2) 
Fifty cents per page for each of the next 10 pages photocopied.
(3) 
Twenty-five cents per page for each of the pages photocopied thereafter.
(4) 
Actual postage for any discovery sent by mail.
(5) 
Twenty-five cents for the envelope for any discovery sent by mail.
(6) 
Photographs will be photocopied at the rates established herein. If requests are made for duplicate photographs, the actual cost of making the photographs shall be charged.
(7) 
Duplication of videotapes constitute an extraordinary duplication process and will be charged at the rate of $5 per videotape.
(8) 
On any item that cannot be photocopied on the Borough's copy machine or not otherwise provided for in this schedule, the actual cost incurred in making the copy shall be charged.
C. 
Where the discovery must be obtained from an entity other than the Borough of Norwood, e.g., another police department, the actual costs paid to the other entity shall be paid by the requestor.
