A. The fee for a construction permit shall be the sum of the subcode fees listed in Subsections
B,
C and
D hereof and shall be paid before the permit is issued. In addition thereto, for all plans received, the following base fee shall be paid:
(1) Filing fee, residential construction plans: $15.
(2) Filing fee, commercial construction plans: $30.
(3) Review fee, residential construction plans: 20% of
permit fee.
(4) Review fee, commercial construction plans: 20% of
permit fee.
B. The building subcode fees shall be:
(1) For new construction: $0.036 per cubic foot of building
or structure volume, provided that the minimum fee shall be $200 for
principal buildings and $75 for accessory structures.
(2) For renovations, alterations and repairs: $18 per
$1,000 of estimated cost of the work, provided that the minimum fee
shall be $40. For the purpose of determining estimated cost, the applicant
shall submit to the Department such cost data as may be available,
produced by the architect or engineer of record or by a recognized
estimating firm or by the contractor. A bona fide contractor's bid,
if available, shall be submitted. The Construction Official shall
make the final decision regarding estimated cost.
(3) For additions: $0.036 per cubic foot for building
or structure volume for the added portion, provided that the minimum
fee shall be $60.
(4) For roofing and siding: minimum permit fee shall be
$50.
(6) For decks: $18 per $1,000 of estimated cost of the
work, provided that the minimum fee shall be $50.
(7) For combinations of renovations and additions: the
sum of the fees computed separately as renovations and additions.
(8) Swimming pool fees: up to $50,000: $24/$l,000; and
more than $50,000: $18/$1,000. For in-ground and aboveground swimming
pools, each applicant will deposit a fee of $500 and thereafter maintain
an escrow account of not less than $500 with the Borough to reimburse
the Borough for the cost of site and grade plan review to be made
by the Borough Engineer for preconstruction approvals. The unused
portion, if any, of this deposit shall be returned to the applicant
upon completion and final approval of the improvements. This fee shall
be in addition to the permit fees required for the pool erection and
any accessory building. The construction costs will also be issued
and the plans will be reviewed by the Building Department.
(9) Asbestos removal: $12 per $1,000, provided that the
minimum fee is $50.
(10) The fee for construction of a fence shall be $50.
(11) For all construction modifying the footprint of any
principal building or structure greater than 250 square feet, each
applicant will deposit a fee of $500 for one-family and two-family
residential dwellings and $1,000 for all other uses, and thereafter
maintain an escrow account of not less than the applicable amount
set forth herein with the Borough, to reimburse the Borough for the
cost of site and grade plan review to be made by the Borough Engineer
for preconstruction and postconstruction approvals. The unused portion,
if any, of the escrow deposit shall be returned to the applicant upon
completion and final approval of the improvements. This fee shall
be in addition to the permit fees that are otherwise required by the
Building Department.
(12) Demolition
of structure: $100.
C. The plumbing subcode fees shall be as follows:
(1) For each fixture, device and plumbing stack: $18.
(3) Central air conditioning: $42.
(5) Slab inspection for underground: $30.
(6) Ventilation equipment: $21.60.
(7) Swimming pool water supply: $48.
(9) Drywell construction or relocation: $48.
(10) Oil burners and furnaces: $42.
(11) Water heaters and tankless heaters: $40.
(12) Swimming pool water heaters: $30.
(13) Gas heating systems: $30.
(14) Notwithstanding the foregoing, the minimum plumbing
subcode fee shall be: $48.
(15) Special devices. The fee shall be $55 per special
device for the following: grease traps, oil separators, water-cooled
air-conditioning units, refrigeration units, utility service connectors,
backflow preventors, steam boilers, hot water boilers (excluding those
for domestic water heating), gas piping, gas service entrances, active
solar systems, sewer pumps, interceptors and fuel oil piping.

(7) Communication points and receptacles in commercial
work will be counted as outlets.
E. The fee for a permit for installation of an elevator
shall be $200. The fees for elevator testing and inspection shall
be as published in the Uniform Construction Code 5:23-12.5.
F. The fee for plan review will be 20% of the amount
to be charged for the construction permit and shall be paid before
the plans are reviewed. The amount paid for this fee shall be credited
toward the amount of the fee to be charged for the construction permit.
G. The fee for a permit for demolition of a building
or structure shall be $5 per $1,000 with a minimum of $100 for a principal
building and $5 per $1,000 with a minimum of $50 for an accessory
building.
H. The fee for a permit for the removal of a building
or structure from one lot to another or to a new location on the same
lot shall be $10 per $1,000 of the sum of the estimated costs for
moving, for new foundations and for placement in a completed condition
in the new location, provided that the minimum fee shall be $100.
I. The fee for a permit to construct a sign shall be
$2.50 per square foot of surface area of the sign, provided that the
minimum fee shall be $50. In the case of a double-faced sign, the
area of the surface of only one side of the sign shall be used for
purposes of the fee computation.
J. The fire subcode fees shall be:

K. Certificate of occupancy.
(1) The fee for a certificate of continued occupancy letter
shall be $150.
(2) The fee for a temporary certificate of occupancy shall
be $100 per thirty-day period. No temporary certificate of occupancy
shall extend beyond 90 days in duration.
(3) The fee for a change of use of occupancy in any nonresidential
building shall be $200.
(4) The fee for each commercial certificate of occupancy
shall be 10% of the fee charged for the construction permit, provided
that the minimum fee shall be $100.
(5) The fee for each certificate of approval shall be
$30.
L. The fee for each reinspection of a final inspection
made by any of the inspectors, including building, fire, electrical,
plumbing and heating, shall be $50.
M. The fee for an application for a variation in accordance
with N.J.A.C. 5:23-2.10 shall be $423 for Class I structure and $85
for Class II and Class III structures. The fee for resubmission of
an application for a variation shall be $163 for Class I structures
and $46 for Class II and III structures.
N. In order to provide the training, certifications and
technical support programs required by the Uniform Construction Code
Act and the regulations, the enforcing agency shall collect, in addition
to the fees specified above, a surcharge fee of $0.0014 per cubic
foot of volume of new construction. Said surcharge fee shall be remitted
to the Bureau of Housing Inspection, Department of Community Affairs,
on a quarterly basis for the fiscal quarter ending September 30, December
31, March 31 and June 30 and not later than one month next succeeding
the end of the quarter for which it is due. In the fiscal year in
which the regulations first become effective, said fee shall be collected
and remitted for the third and fourth quarters only.
The Construction Official shall prepare and
submit to the Borough Council, biannually, a report reevaluating the
delineation of the fire limits within the borough. This report shall
indicate the recommendation of the Construction Official, the Building
Subcode Official and the Fire Subcode Official regarding those areas
which should be designated as within fire limits, with the reasons
therefor. Such report and evaluation or reevaluation shall list boundaries
of closely built commercial areas as they exist or are developing,
and the governing body, by ordinance, may establish such fire limits
thereafter.
