A. No person owning, keeping or harboring any dog shall
permit it to run at large or to be on any of the public streets or
any of the public places of the Borough unless the dog is securely
confined and controlled by an adequate leash not more than six feet
long and is in charge of a person capable of holding such dog securely.
B. No person owning or harboring any dog shall permit
it to do any damage or injury to any lawn, shrubbery, flowers, garden
or property.

C. No person shall own, keep or harbor any dog which
habitually barks to the annoyance of any resident of this Borough.
D. Not more than three dogs of the age of two months
or over shall be kept upon any premises in the Borough.
E. No person shall maintain a kennel for the purpose
of boarding, raising or otherwise dealing in dogs.
F. No person owning, harboring, keeping, walking, or
in charge of any dog shall cause, suffer, permit or allow such dog
to soil, defile, defecate on or commit any nuisance on any common
thoroughfare, street, sidewalk, passageway, road, bypath, play area,
park or any place where people congregate or walk, or upon any boardwalk,
beaches or beachfront in the Borough, or upon any public property
whatsoever, or upon any private property without the permission of
the owner of the private property. If any such person shall permit
such dog to soil, defile, defecate on or commit any nuisance on the
areas above mentioned, he or she shall immediately remove all feces
and droppings deposited by such dog, which removal shall be in a sanitary
manner by shovel, container, disposal bag, etc., and such feces and
droppings shall be removed by the person from the designated areas
and disposed of by such person in a sanitary manner.
G. No person owning, harboring, keeping or in charge of any dog shall cause, suffer, permit or allow such dog to walk or run on any play area, park, boardwalk, beach or beachfront in the Borough, except as permitted by §
123-8H.

A. The annual dog license fee, which is due January 1,
shall be as follows:
(1) Annual license fee payable to the Borough of Bradley
Beach: $7.
(2) Annual registration fee payable to New Jersey State
Board of Health: $1.
(3) Pilot Clinic Fund Fee payable to New Jersey State
Board of Health: $0.20
(4) Surcharge on every nonspayed and nonneutered dog,
payable to New Jersey State Board of Health: $3. An owner presenting
a certificate signed by a licensed veterinarian or a notarized statement
signed personally, certifying that his or her dog has been sterilized
is exempt from the three-dollar surcharge.
(5) Late fee, which is due after March 1: $10.
B. It shall be unlawful to own, harbor or maintain a
dog of licensing age unless the owner or the person maintaining the
same shall obtain a valid license for the dog.
Dogs used as guides for blind persons and commonly
known as "Seeing-Eye" dogs, dogs used to assist handicapped persons
and commonly known as "service dogs," or dogs used to assist deaf
persons and commonly known as "hearing ear" dogs shall be licensed
and registered as other dogs hereinabove provided for, except that
the owner or keeper of such dog shall not be required to pay any fee
therefor.
