Any person who shall have or maintain on his
or her premises, within the limits of the Town of Middletown, any
stable or place where horses, cows or both are kept shall keep the
same in a clean, healthy condition and shall remove or cause to be
removed therefrom the manure accumulated therein or on the premises
adjoining such stable at least once in every 10 days during the months
of May, June, July, August and September, and at such other times
as he or she shall be directed so to do by the Board of Health of
the Town of Middletown.

Any person or persons refusing to comply with
this article or with such order of the Board of Health of the Town
of Middletown shall be deemed guilty of a common nuisance and shall
forfeit and pay a fine of $25 for each offense, each day that said
nuisance shall remain unabated being a separate offense.
