A. 
No structure or land development shall hereafter be located, erected, constructed, reconstructed, repaired, extended, converted, enlarged or altered without full compliance with these regulations and all other applicable regulations which apply to uses within the jurisdiction of these regulations.
B. 
Failure to obtain a permit shall be a violation of these regulations and shall be punishable in accordance with § 78-33.
C. 
Permits issued on the basis of plans and applications approved by the Floodplain Administrator authorize only the specific activities set forth in such approved plans and applications or amendments thereto. Use, arrangement, or construction of such specific activities that is contrary to that authorized shall be deemed a violation of these regulations.
Any person who fails to comply with any or all of the requirements or provisions of this chapter or direction of the permit officer or any other authorized employee of the community shall be guilty of an offense and upon conviction shall pay a fine to the Town of Middletown of not less than $25 plus cost of prosecution. Each day during which any violation of this chapter continues shall constitute a separate offense. Justice of the Peace Courts and the Alderman's Court shall have concurrent jurisdiction over offenses under this section. In addition to the above penalties, all other actions are hereby reserved, including an action in equity for the proper enforcement of this chapter. The imposition of a fine or penalty for any violation of or noncompliance with this chapter shall not excuse the violation or noncompliance with this chapter or permit it to continue; and all such persons shall be required to correct or remedy such violations or noncompliances within a reasonable time. Any structure constructed, reconstructed, enlarged, altered or relocated in noncompliance with this chapter may be declared by the Town of Middletown to be a public nuisance and abatable as such.
