The Board of Commissioners hereby finds as a fact that lack of adequate space in the conducting of the business of boat rental in the City of Brigantine creates fire and other hazards to persons and property in the City of Brigantine and that it is necessary that minimum standards to provide adequate space be established for any such businesses hereafter established or for any existing such businesses hereafter enlarged.
No business of boat rental in the City of Brigantine shall be hereafter established unless it shall have, and shall thereafter continue to have, not less than 10 consecutive feet of water frontage for each boat to be rented and not less than one off-street parking space, as defined in Chapter 198, Land Use, with proper access from a street or alley in connection with each boat to be rented.
No business of boat rental presently existing in the City of Brigantine shall be hereafter enlarged beyond its present capacity, as shown by the list on file in the office of the City Clerk entitled "Number of boats owned and rented by liveries on Brigantine," dated March 15, 1955, unless it shall, with respect to such enlargement thereof, provide not less than one off-street parking space, as defined in Chapter 198, Land Use, with proper access from a street or alley in connection with each additional boat to be rented, except that in no event shall there be required any more than enough such off-street parking spaces to equal the total number of boats to be rented.

Any person or persons who shall violate any provisions of this article shall be subject to a fine in an amount not exceeding $1,000, or to imprisonment in the City or county jail for a period not exceeding 90 days, or both.
