It shall be unlawful at any time to park any motor vehicle on North or South Broad Streets between Shallcross Place and Park Place in the Town of Middletown. Motor vehicle shall include every vehicle defined as a "motor vehicle" under the provision of 21 Del. C. § 101(20), as may be amended from time to time.
The area on North and South Broad Streets between Shallcross Place and Park Place is hereby designated a "tow-away zone."
Any expenses incurred for the towing of the motor vehicle shall be the responsibility of the vehicle owner and shall be paid before release of the vehicle by the towing company.
The New Castle County Police, acting on behalf of the Town of Middletown, shall have the responsibility and authority to enforce the provisions of this article but shall do so only after appropriate signs have been posted.
The fine for violation of the provisions of this article shall be $10, which fine shall be imposed in addition to the towing expense set out in § 167-27.
