An Advisory Commission on Town parking is hereby
established.
The Commission established by this article shall
consist of nine electors of the Town, appointed by the Town Council,
who shall serve without compensation. At least two of said Commission
members shall be representatives of the business community, and one
of these two shall be appointed from a list recommended by the West
Hartford Chamber of Commerce. The Town's Traffic Manager shall be
a nonvoting ex officio member of the Commission. Appointments shall
be for a five-year period.
The Commission shall advise the Town Council
as to the amount of public parking available in Town, the need for
additional parking, the appropriateness of parking fees and the use
of parking revenues. In addition, the Commission shall provide suggestions
to the Council as to ways to provide any additional public parking
found to be necessary.
The meetings of the Commission established by
this article shall be held at least quarterly and at such other times
as the Commission may determine.
The Commission established by this article is
empowered to adopt rules and regulations for putting into effect the
provisions of this article, which rules and regulations shall not
be inconsistent with the provisions hereof.
The Commission established by this article shall
keep records of its meetings and activities and shall, on or before
July 1, 1988, and no less than annually thereafter, apprise the Council
of its activities, progress and recommendations.
This Commission shall cease to exist on June
30, 1992, unless the Council, by ordinance, extends its life.
