All parking regulations, violations, penalties and appeals hereinafter set forth are promulgated under the authority vested in municipalities by Chapter 249 of the Connecticut General Statutes.[1]

Editor's Note: Former Sections 23-21 through 23-28 of the 1972 Code, which immediately followed this section and dealt with municipal parking areas, were repealed 2-10-1976.

The Town Manager shall have power to prohibit, limit and/or restrict the parking and operation of vehicles on any Town-owned or Town-controlled off-street parking area and on any property controlled by the West Hartford Board of Education with the consent of the Superintendent of Schools, and shall erect and maintain or cause to be erected and maintained signs designating the time or terms of such prohibition, limitation and/or restriction, which signs are authorized under Chapter 249 of the General Statutes of the state; provided, however, that in a parking area other than one designated as an all-day parking area, no vehicle shall be parked continuously for more than the maximum time designated on said signs, and the removal of a vehicle from one space directly to another space in such parking area shall be deemed to be continuous parking. The penalty for any violation of the regulations established by the Town Manager pursuant to this section shall be $15.
