No person shall keep, operate or maintain an open-air motor vehicle parking space, lot or area for two or more vehicles for the accommodation or use of customers or patrons of any business, except in conformity with the provisions of this article.
All such parking spaces described in § 168-7 which abut upon a public highway or public sidewalk shall have and maintain a permanent substantial barrier, wall or fence, not less than six inches above the ground, which barrier, wall or fence shall be erected on private property at a place approved by the Building Inspector of the Town adjacent to the public highway line or public sidewalk line, whichever is closer to said parking space. Said barrier, wall or fence shall contain not less than one opening which shall be clearly marked with the word "entrance" and not less than one opening which shall be clearly marked with the word "exit."
Any person to whom this article applies shall not erect any barrier, wall or fence as provided in § 168-8 until such person shall submit plans and specifications therefor to the Building Inspector, who shall determine if such plans and specifications conform with this article and any regulations issued supplementary thereto. The Building Inspector shall issue such regulations as are reasonably necessary to implement this article, setting forth the number, location and width of the openings provided. In formulating such regulations, the Building Inspector shall give due consideration to traffic conditions, intersecting streets, width of the highway and effect on public travel.
Each parking area covered by the provisions of this article, together with its barrier, entrances and exits, shall be so laid out and arranged as to require all motor vehicles to enter through the opening or openings marked "entrance" by proceeding or moving in a forward direction and leave said area through the opening or openings marked "exit" by proceeding or moving in a forward direction. It shall be unlawful for any motor vehicle using said parking area to enter or leave by proceeding or moving in a backward direction through any of the exits or entrances.
Where any parking area covered by the provisions of this article abuts or fronts upon a highway or street, the owner of such abutting property shall erect, at the owner's own expense, a public sidewalk, which shall be constructed so as to conform to the provisions of the Charter of the Town and also in conformity with any and all laws, ordinances or administrative regulations of the Town concerning the erection, construction or maintenance of such sidewalks.
Each person keeping, operating or maintaining any parking area covered by this article shall:
A. 
Keep such space in a neat, clean and sanitary condition.
B. 
If such space is kept open for customers or patrons during the hours of darkness, provide ample lighting so as to furnish reasonable vision to all parts of such parking space.
