For the purpose of these regulations, the following words,
phrases and their derivations shall have the meanings given herein:
BLOCK
An area of land within a subdivision that is entirely bounded by
streets, highways or ways, except alleys; or by streets, highways or ways,
except alleys, and the exterior boundary or boundaries of a subdivision.
BUILDING LINE
The line marking the minimum distance from the front property line
upon which a building may be erected in conformance with the Zoning Ordinance or a line on the plat indicating a greater setback limit upon
which buildings may be erected.
LOT
A parcel or portion of land separated from other parcels or portions
by description as on a subdivision or record survey map, or by metes and bounds,
for the purpose of sale, lease or separate use.
MASTER PLAN
A comprehensive plan adopted by the Planning Commission and Council,
which indicates the physical development of the city and includes any unit
or part of such plan separately adopted and any amendment to such plan or
parts thereof.
PLAT
The map on which the subdivider's plan of subdivision is presented.

PRELIMINARY PLATThe preliminary map or drawing indicating the proposed layout of the subdivision to be submitted to the Planning Commission for its consideration.
(2)
FINAL PLATThe final map or drawing of a subdivision prepared, and its accuracy certified, by a registered engineer or land surveyor in accordance with requirements of the Plat Act (Act 172, Public Acts of 1929, as amended).
STREET
A way for vehicular traffic, whether designated as a street, highway,
thoroughfare, parkway, throughway, road, avenue, boulevard, lane or place
or however otherwise designated, and includes the land between the street
boundaries and may comprise pavement, sidewalks, parking areas, planting strips
and other areas.

ALLEYA minor way which is used primarily for vehicular service access to the back or the side of properties otherwise abutting on a street.
(2)
ARTERIAL STREETA street used primarily for fast or heavy traffic and as a traffic artery for intercommunication among large areas.
(3)
COLLECTOR STREETA street which carries traffic from minor street to the major system of arterial streets, including the principal entrance streets of a large residential development and streets for circulation within such a development.
(4)
CUL-DE-SACA minor street with only one outlet and having an appropriate terminal for the safe and convenient reversal of traffic movement.
(5)
MARGINAL ACCESS STREETA minor street which is parallel to and adjacent to arterial streets and which provides access to abutting properties and protection from through traffic.
(6)
MINOR STREETA street used primarily for access to the abutting properties.
(7)
WIDTH OF STREETThe shortest distance between the lines delineating the right-of-way of a street.
SUBDIVIDER
Any individual, firm, association, syndicate, copartnership, corporation
or trust or any other legal entity commencing proceedings under this chapter
to effect a subdivision of land hereunder for himself or herself or for another.
SUBDIVISION
The division of a parcel of land into five or more lots or parcels
for the purpose, whether immediate or future, of transfer of ownership or
building development or, if a new street is involved, any division of a parcel
of land, provided that a division of land for agricultural purposes into lots
or parcels of 10 acres or more and not involving a new street shall not be
deemed a subdivision. The term includes resubdivision of a recorded subdivision
lot into three or more parcels and the redivision of vacated plats.
SUBDIVISION COMMITTEE
A Committee of at least three Planning Commission members appointed
by the Chair of the Planning Commission for the purpose of giving detailed
consideration to subdivision proposals in the preapplication and preliminary
plat states in accordance with the provisions of this chapter, and such other
duties relating to land subdivision as may be conferred on this Committee
by the Planning Commission.
