It shall be mandatory, from and after the eighth day of August 1966, for all newly constructed buildings within the confines of the City of Roseville to be equipped with a remote water meter system at the expense of the permit taker. The cost shall be payable at the time of the making of the application for the water permit.
Where the Department of Water and Sewers has been unable to make a meter reading for a period of not less than two successive billing periods, the property owner shall be charged $20 for the installation of an outside meter reading device approved by the Department of Water and Sewers; provided, however, that where an outside meter reading device shall be installed for a nonresidential building, the cost shall be $40, the cost to be paid in four equal payments. Payments will be added to the quarterly water bills after installation.
