All purchases made and contracts awarded for any supplies, materials, equipment or contractual services shall be made pursuant to a written requisition from the head of the department whose appropriation will be charged. All such contracts shall conform with applicable requirements of state statutes for competitive bidding.
There is hereby created and established a Purchasing Committee of the Township.
The Purchasing Committee shall consist of the Township Clerk, Township Engineer, Chief Financial Officer and a designee of the Mayor.
The Purchasing Committee shall be authorized to receive such bids as may be presented and immediately proceed to unseal them and publically announce the contents in the presence of the parties bidding, or their agents, if they choose to be then and there present, and shall also make proper record of the prices and terms upon the minutes of the body.
The Purchasing Committee shall keep full, complete and accurate minutes on all bids received and shall comply with the applicable provisions of state law.
All advertisements for bids shall be in accordance with state law, N.J.S.A. 40A:11-23 et seq., and shall designate the time and place of the meeting at which the Purchasing Committee shall receive the bids. Whenever possible, the advertisement for bids shall designate an hour for receiving bids between the hours of 10:00 a.m. and 3:30 p.m. from Monday through Friday, and no bids shall be received previous to the hour designated on the advertisement and none shall be received thereafter.
After the bids are received and recorded as provided by this article, they shall be turned over to the Township Clerk in consultation with the appropriate department head for tabulation and recommendations to the Mayor and Council.
The Purchasing Committee established by this article shall only exercise those powers enumerated herein and shall not be authorized to purchase materials and supplies pursuant to N.J.S.A. 40A:11-9.
