Purchase controls. All purchases made and contracts awarded
for any supplies, materials, equipment or contractual services shall be made
pursuant to a written requisition from the head of the department whose appropriation
will be charged. All such contracts shall conform to applicable requirements
of state statutes for competitive bidding.
Pursuant to the provisions of N.J.S.A. 40A:11-11, the
township is authorized to enter into contracts with the County of Union for
the joint use by the township and other municipalities in the county of administrative
services and facilities of the Finance Department of the County of Union appropriate
to the procurement of certain materials, supplies and equipment which may
be determined to be required from time to time by the township and which the
township may otherwise lawfully purchase for itself. The services and facilities
of the Office of the County Purchasing Agent shall be provided without cost
to the Township of Hillside.
The proper officers of the township are authorized and
empowered to execute on behalf of the township all contracts with the County
of Union as may be authorized and approved by resolution of the Township Committee.
Pursuant to the provisions of N.J.S.A. 40A:11-11(5),
the Township of Hillside is authorized to participate in the County of Union
cooperative pricing system for the purchase of work, materials and supplies,
and the proper officers of the township are hereby authorized to enter into
a cooperative pricing agreement with the County of Union.
The County of Union entering into contracts
on behalf of the Township of Hillside shall be responsible for complying with
the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.)
and all other provisions of the Revised Statutes of the State of New Jersey.
