There shall be a Recreation Advisory Council consisting of seven public
members who shall be appointed by the Mayor with consent of Council, which
shall represent a cross section of the community in terms of age, neighborhood
and recreation interest. Members shall serve a five-year term to expire as
of June 30 of each year. All members shall serve without compensation but
may be reimbursed for necessary expenses incurred in the performance of their
duties, provided that said reimbursements are approved by the Township Council.
The Township Council shall also designate one of its members to be a representative
of the Township Council upon said Council, who shall serve a one year term
from July 1 to June 30, inclusive. This person can be reappointed with the
consent of the Town Council and Recreation Advisory Council. In addition,
there shall be one member designated as youth member of the Recreation Advisory
Council who shall be between the ages of 15 and 18 inclusive, designated by
the Township Council. In addition, the President or Vice President of the
Board of Education shall appoint one of its members to serve on the Recreation
Advisory Council for a term of one year effective July 1 of each year. The
representatives from the Township Council, The Board of Education and the
youth members are nonvoting members. The Recreation Advisory Council may ask
for the resignation of any member failing to attend three unexcused consecutive
meetings.
The members shall advise the Director of Recreation on the establishment
and conduct of recreational programs for the residents of the Township. The
Council shall:
A. Hold a public meeting at least once each month and additional
meetings as may be required.
B. Generally develop recommendations to the Director of
Recreation for recreational, educational, and cultural programs.
C. Make recommendations to the Director for facilities or
development of existing or new lands or facilities.
D. Review all programs of the Department and offer comment
on the balance between age interest groups, active and passive recreation,
and support for voluntary recreation organizations in calendar and facility
use.
E. Be a catalyst for volunteer help with Township-sponsored
and -supported recreation organizations in calendar and facility use.
F. Promote the Township's recreational programs throughout
the community. All rules and regulations of the Recreation Department pertaining
to the operation of playgrounds, athletic fields, community centers, and all
other recreational activities sponsored by the Department shall be reviewed
by the Council.
G. Authority. The Director shall receive and consider recommendations
of the Recreation Advisory Council but shall not be bound by any comment or
recommendation of the advisory committee in the performance of the prescribed
duties.
